RESOLUTION OF THE COUNCIL OF THE CITY OF SAINT PAUL, MINNESOTA APPROVING REDEVEL-
OPMENT PLANS AND THE FEASIBILITY OF RELOCATION FOR THE REVISED NEIGHBORHOOD
DEVELOPMENT PROGRAM MINN. A-1 , SUMMIT-UNIVERSITY MINN. A-1-1 ; WEST MIDWAY-SOUTH
ST. ANTHONY PARK MINN. A-1-2; THOMAS-DALE MINN. A-1-3; CEPITRAL CORE MII�I. A-1-5;
SEVEN CORNERS MINN. A-1-6; AND WEST SEVENTH STREET MINN. A-1-7
WHEREAS, under the provisions of the Minnesota Municipal Housing and Redevelopment Act, the
Housing and Reck velopment Authority of the City of Saint Paul , Minnesota (hereafter referred
to as the "Authority"), is authorized to undertake urban renewal redevelopment projects to
remove and prevent conditions of blight and deteriorating within the City of Saint Paul ,
Minnesota to acquire and demolish blighted and substandard properties, to carry out programs
of redevelopment or rehabilitation, with further power to spend public monies therefor and
to contract with the United States of America for financial assistance to carry out these
urban renewal activities; and
WHEREAS, under the provisions of Title I of the Housing Act of 1949, as amended (herenfter
referred to as "Title I"), the Secretary of Housing and Urban Development is authorized to
provide financial assistance to Local Public Agencies such as the Authortty for the under-
taking and carrying out of urban renewal redevelopment activities including neighborhood
development programs; and -
WHEREAS, it is provided �n the State and Federal Acts that contracts for financial aid
thereunder shall require the Redevelopment Plans for the respective urban renewal areas
comprising the Neighborhood Development Program be approved by the Governing Body of the
locality in which the areas are situated and that such approval include findings by the
Governing Body that: (1 ) the financial aid to be provided in the contract is necessary to
enable the Program to be undertaken in accordance with the Redevelopment Plans; (2) the
Redevelopment Plans will afford maximum opportunity, consistent with the sound needs as a
whole, for the rehabilitation or redevelopment of the u�ban renewal areas by private enter-
prise; (3) the Redevelo ment Plans conform to a general plan for the development of the
locality as a whole; (4� the Redevelopment Plans give due consideration to the provisions of
adequate park and recreational areas and facilities, as may be desirable for neighborhood

improvement, with special consideration for the health, safety, and welfare of children
residing in the general vicinity of the sites covered by the Plans; and (5) that the land
in the urban renewal areas would not be made available without financial assistance to be
provided; and
WHEREAS, it is desirable and in the public interest that the Authority continue the Neighbor-
hood Development Program (hereafter referred to as the "Program") heretofore approved by this
Council and now in effect within the City of Saint Paul , Minnesota, identified as "Neighborhood
Development Program Minn. A-1 " and encompassing the Sumnit-University Minn.. A-1-1 , West Mid-
way-South St. Anthony Park Minn. A-1-2, Thomas-Dale Minn. A-1-3, Central Core Minn. A-1-5,
Seven Corners Minn. A-1-6, and West Seventh Street Minn. A-1-7 areas, all of which are fully
described in the project boundary descriptions hereto attached; and
WHEREAS, the Miller, St. Joseph, St. Luke and Children's Hospitals are located in the West
Seventh Street Mi nn. A-1-7 area; and
WHEREAS, the Authority propc�s'es to apply for additional financial assistance under such Act
and proposes to enter into an additional contract or contracts with the Department of Housing
and Urban Development for the undertaking of, and for making available, additional financial
assistance for the Program; and
WHEREAS, the Authority has made studies of the location, physical condition of structures,
land use, environmental influences, and social , cultural and economic conditions of the urban
renewal area or areas comprising the Program and has determined that the areas are blighted,
c�teriorated or deteriorating and detrimental to the health, safety, and welfare of the
inhabitants and users thereof and of the locality as a whole because of conditions of dilapi-
dation, obsolescence, overcrowding of structures, conversions to incompatible uses, detri-
mental land uses, inadequate streets and utilities, and inadequate public facilities, and
the members of this Governing Body have been fully apprised by the Local Public Agency and
are aware of these facts and conditions; and

by the Neighborhood Development Program Minn. A-1 , which Plans are entitled, "Redevelopment

appendix and two maps; "Redevelopment Plan West Midway-South St. Anthony Park Minn. A-1-2"
dated January 1973, consisting of twenty-one pages, one appendix and two maps (the land
acquisition map having been revised after Council public hearing); Redevelopment Plan Thomas-

the Project Area Cornrnittees has revised previously presented and approved Redevelopment

Program, are predominately nonresidential in. character and are to be redev�loped for predom-
inately nonresidential uses under the Redevelopment Plans for said areas; a.nd
WHEREAS, the Re�velopment Plans ha� been approved by the Board of Comnissioners of the
Authority, as evidenced by the copy of said Body's duly certified resolutions approving the
Redevelopment Plans, which are attached hereto; and
WHEREAS, a Comprehensive Plan has been prepared and is recognized and used as a guide for the
general development of the locality as a whole; and
WHEREAS, the City Planning Board, City of Saint Paul , Minnesota, which is the Body duly

the property acquisition and disposition and public improvements therein proposed, and deter-

Report No. 15, or to be consistent with the overall development objectives of the Comprehen-
sive Plan, and the Council has duly considered this Report, recommendation and findings of
the Ci ty P1 anni ng Boa rd; and
WHEREAS, the Authority has prepared and submitted to the Council a program for the relocation
of individuals and families that may be displaced as a result of carrying out the Prog�^am in
accordance with the Redevebpment Plans; and
WHEREAS, the re have also been presented to the Council information and data respecting the
relocation program which has been prepared by the Authority as a result of studies, surveys,
and inspections in the areas comprising the Program and the assembling and analysis of the
data and information obtained from such studies, surveys, and inspeetions; and
WHEREAS, the merr�ers of the Council have general knowledge of the conditions prevailing in
the urban renewal areas and of the availability of prpper housing in the locality for the
relocation of individuals and families that may be displaced by the Program and, in the light
of such knowledge of local housing conditions, have careful-ly considered and reviewed such
proposals for relocation; and
WHEREAS, it is necessary that the Council take appropriate official action respecting the
relocation program and the Redevelopment Plans for the Program, in conformity with the
contracts for financial assistance between the Authority and the United States of America
acting by and through the Secretary of Housing and Urban Development; and
WHEREAS, the Council is cognizant of the conditions that are imposed in the undertaking and
carrying out of urban renewal activities and undertaking with Federal financial assistance
unc�r Title I, including those prohibiting discrimination because of race, color, creed, or
national origin.

areas encompassed within the Program would not be made available for redevelopment without the
aid being sought.
7. That it is hereby found and determined that, in addition to the elimination of slums
and blight from the urban renewal areas, the undertaking of the Program in the Seven Corners
Area Minn. A-1-6, will further promote the public welfare and the proper development of the
community (a) by making land in such area available for disposition, for uses in accordance
with the Redevelopment Plan, to hospitals for redevelopment in accordance with the use or uses
specified in the Plan for said areas; and (b) by providing through the redevelopment of the
urban renewal area in accordance with the Plan, a cohesive neighborhood environment compatible
with the functions and needs of Miller, St. Joseph, St. Luke and Children's Hospitals.
8. That the redevelopment of the West Midway-South St. Anthony Park Minn. A-1-2, Central
Core Minn. A-1-5 and Seven Corners Minn. A-1-6 areas for predaninately nonresidential uses is
necessary for the proper development of the cor�nunity.
9. That it is he reby found and �termined that the Redevelopment Plans a�ef Revised
Redevelopment Plans for the urban renewal areas give due conside ration to the provisions of
adequate park and recreational areas and facilities, as may be desirable for neighborhood
improvement, with special consideration for the health, safety, and welfare of children
residing in the general vicinity of the sites covered by the Plans.
10. That it is hereby found and determined that the Program for the proper relocation
of individuals and families displaced in carrying out the Redevelopment Plans in decent, safe,
and sanitary dwellings in conformity�with acceptable standards is feasible and can be reason- '
ably and timely effected to permit the proper prosecution and completion of the Plans; and
that such dwelling or dwelling units available to or to be made available to such displaced
individuals and families, are at least equal in number to the number of displaced individuals
and families, are not generally less desirable in regard to public utilities and public and
commercial facilities than the dwellings of the displaced individuals and families in the
areas comprising the Program, are available at rents or prices within the financial means of

employment.
11. That, in order to implement and facilitate the effectuation of the Redevelopment
Plans hereby approved, it is found and determined that certain offidal action must be taken
by this Body with reference, among other things, to changes in zoning, the vacating and
removal of streets, alleys, and other public ways, the establishment of new street patterns,
the location and relocation of sewer and water mains and other public facilities, and other
public action, and, accordingly, this Body hereby (a) pledges its cooperation in helping to
carrying out the Redevelopment Plans, (b) requests the various officials, departments, boards
and agencies of the locality having ac�ninistrative responsibilities in the premises likewise
to cooperate to such end and to exercise their respective functions and powers in a manner
consistent with the Redevelopment Plans and (c) stands ready to consider to take appropriate
action upon proposals and measures designed to effectuate the Redevelopment Plans.

Dear Madame President:
The Thomas-Dale Project Area Committee 's Executive Board has
one serious objecti�.to the HRA Senror Staff's recommendation
regarding our Year V Program. The majority of the Executive
Board feels strongly that since the original concept of endorsing
use of bond funds for activities within neighborhood development
areas was to"cleanup" existing projects , we should be allowed
to fully complete Arundel-Mackubin as it was originally proposed;
that being that which is recommneded by the HRA senior staff,
in addition to the north side of Thomas Avenue between Arundel
and Mackubin.
It would be our opinion that since this is the only "cleanup
project" in Thomas-Dale, that it seems unrealistic not to
establish a new neighborhood in its entirety with regard to the
finished three square blocks of Arundel-Mackubin. It is un-
real,istic to think that we will be able to attract new residents
and maintain old ones if we allaw seven substandard and two
blighting influences in our new single family housing area of
Arundel-Mackubin.
It is strongly suggested that you re-evaluate your priorities
with regard as to wher.e b.ond funds are assigned in hopes th at
you would be able to reallocate some bond funds to this project
either by re-assigning bond funds from areas that are receiving
a greater percentage than Thomas-Dale, or from areas where
existing problems do not alleviate the atrocious living conditions
of people.

Dear Mrs . Hunt :
Events in recent months resulting from the Federal Government ' s
changing policies and reduced commitment to development and
housing programs have been confusing and unsettling, especially
for people directly affected in those communities within our
city which have had ongoing programs . The City Council ' s role
in St. Paul ' s constructive response to the then rampant rug pulling ,
by exercising the bonding authority obtained by the State Legisla-
ture , was indeed commendable , for it demonstrated a commitment
by our City ' s elected leadership to see that partially completed
activities are not abandoned. To stop activities cold , to cut
the engines over the vast wasteland , leaving a bleak and uncertain
future for those neighborhoods which had worked so hard , repudi -
ating the sacrifice of those long time residents who had not
wished to leave their homes but reluctantly consented because
they knew the future of their community depended on it would ,
of course, be inhumane as well as uneconomical .
In the West Midway-South St. Anthony Park project area , we were
particularly gratified that some means of completing major re-
quirements was made possible. The fact that concurrent industrial
and residential renewal in our project area had meant East of
Raymond , our neighborhood ' s first priority , would necessarily have
to be completed in three phases . The dramatic cutbacks threatened
East of Raymond , threatened the long term stability of South St.
Anthony Park , for after four long years in the program , the signif-
icant third phase of our plan was incomplete.
Fortunately , with the flexible bonding , with a fiousing Authority
committed to the difficult but indispensable goal of sound pro-
fessional planning which arises out of the neighborhood ' s deepest
articulation of needs , Phase III of the East of Raymond plan is
in the Year V Neighborhood Development Program. Not all of Phase
III was included in the original Year V program due to the fact

that our PAC , in its reasonableness , in its willingness to
recognize other neighborhoods ' needs and thereby stage expensive
activities , had originally deferred some acquisitions to Year VI .
The course of the preceding several months has indicated that the
present available funds may well be all to complete major re-
quirements . East of Raymond , as planned , as previously committed
to our community to secure South St. Anthony, to define boundries
with our industrial neighbors , to create a livable environment
for decades to come , is dependent on the adoption to Year V ,
as the Housing Authority with all its expertise , as the com-
munity with all its sense of priorities for the future recom-
mends .
We have waited long , we have worked hard , we have exercised our
rights as responsible citizens in a new age where cities deliber-
ately and forthrightly develop themselves ; nQt simply for special
interests , not simply for short run gains , but for the good of
people who reside in neighborhoods now and in the future. We
trust you will lend your support to the Year V Program.
We as a community have appreciated your excellent support of our
goals by passing the bonds , by vacating Bradford , by many other
acts which mean to us you care about a neighborhood ' s future.
