NOTICE OF PUBLIC HEARING ��" «u� Notice is Hereby Given, that Public Hearing will be held on the�< � � , 197�-at 10:00 A.M. in the Saint Paul City Council Chambers, 'ty Hall and Court House, Saint Paul , Minnesota, the purpose of the Public Hearing being to consider the proposed Tree �9aintenance S ervice to be performed in the City of Saint Paul in 1974. The particular service performed and the estimated costs as prepared by the Department of Community Services, are as follows: I, Benefited Districts Forestry Maintenance. A. �erating Program for Benefited Tree Maintenance Dist_r_i_cts. 1 . Dist�ict Street Tree Trimming: In this operation trees will be trimmed to: (a) Preserve their health. Dead, diseased, or insect infested branches are remoyed to prevent decay producing fungi from penetrating into the part of the tree to which these branches are attached. _ ___ Li ve branches are removed,,,to permi t penetration - of sunlight and circulation of air through the canopy, or to compensate for the loss of roots from root cutting. Rubbing branches are removed to prevent eventual decay. (b) Insure safety. Dead, split and broken branches are removed to insure public safety. L.ow hanging branches are removed to a height whQre they will not interfere with pedestrian and vehicular traffic. Trimming is also required to insure prnper street lighting and vision for traffic control devices . (c) Im rove a earance and remove conflicts. Small p antings are trimme to train trees to exist under City conditions . As trees grow larger, conflicts with porches, roofs , yard trees, etc. must be corrected. Trimming for appearance is also required for storm damage trees. B. 1974 Benefited District Boundaries. 1 .
