THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:
Section 1. That the Zoning Code , Chapter 60 to 64,
inclusive , of the Saint Paul Legislative Gode , pertaining
to Use Districts , Height Districts and Rezoning of certain
properties in the City of Saint Paul , as amended, be and the
same is hereby further amended �o as to rezone the following
described property from '�B" Residence District to "Commercial"
District , to-wit:
Lots 1, 2, 3, 4, 18, 19 and 20, Block 2, Hamline
Syndicate Addition No. 3 to Saint Paul , Ramsey
Co, , Minn.

This is written in response to the petition of The Samaritan Hospital
to rezone from "B" Residence to CouIInercial property located on the
northwest corner of Edmund and Simpson, and further described as
follows:
Lots 1-4, 18-20, Block 2, Hamline Syndicate Addn. No. 3.
This matter was first heard at the April 19, 1973, Board of Zoning public
hearing at which time the staff said that a Comcnercial district was
necessary for this parking lot because it cannot be considered an accessory
use as it is not on the same lot as the hospital. Factors favoring and
opposing the rezoning were noted.
A representative of the petition's sponsor stated they proposed a parking
lot for use of patients and employees. He said they would be willing
to have this be a P-1 district under the proposed ordinance.
Subsequently, the Board heard a motion to recammend approval of the
petition subject to the filing of a negative easement restricting the
use of the property to a parking lot and with the understanding that the
parcel would be classified in a P-1 district under the proposed Zoning
Ordinance.

A. SUFFICIENCY: In a letter dated March 23, 1973, the Department of Finance
and Management Services declared the petition sufficient with the owners of
20 or 66-2/3% of the 30 eligible parcels having signed the petition.
B. HISTORY AND PROPOSED USE: An application for an off-street parking lot was
made in October, 1972, but the applicant was told the property had to be
zoned Commercial for the proposed parking lot. (The parking lot cannot be
considered an accessory use to the hospital for zoning purposes since it is
not on the same parcel as the primary use.)
C. FRONTAGE AND AREA: The site has a frontage of 127.85 feet along Edmund
Avenue and 149.85 feet along Simpson Street for an area of 15,664.45 sq. ft. •
exclusive of the alleys. �
D. AREA ZONING: Light Industrial zoning exists along University Avenue. Conanercial
zoning exists along Snelling Avenue. A "C" Residential district borders the
Light Industrial and Commercial districts to 1/2 block north of Sherburne Avenue
and to Asbury Street. The rest of the area is zoned "B" Residential.
E. COMPREHENSIVE PLAN: The Comprehensive Plan designated the hospital as a semi-
public use with medium density residential uses west, north and east of it and
high density south of it. It showed Snelling Avenue as an expressway.
F. SITE CONDITIONS: The site contains seven single family homes in good condition
on lots about 3 feet above street grade. -
G. AREA CONDITIONS: Except for the hospital building, the site is surrounded by
modest homes in very good condition. Some of these are four-plexes, but most
are single family homes. Across Asbury Street from the hospital are single
� , family homes and apartment buildings. Apartments and co�ercial uses front
�� Snelling and University Avenues.
