WHEREAS, the City of Saint Paul, under the provisions of the
Public Employees Labor Relations Act of 1971 as amended 1973, is
required to meet and negotiate with public employees and appropriate
bargaining units and provide for written agreements evidencing the
result of such bargaining, and
WHEREAS, the City has engaged and designated the labor relations
consultant to implement the provisions of said law through collective
bargaining, and
WHEREAS, the City Council recognizes that due to the difficulty
of establishing further appropriate bargaining units and negotiating
wage and salary rates with all employee units, some delay may result
before contracts will be passed upon reflecting the Council' s
determination as to what constitutes appropriate agreements with the
employee units, now therefore be it
RESOLVED, that all salary and wage increases granted to employees
of the City of Saint Paul which arise out of negotiations or in the
_ implementation of written agreements pursuant to the Public Employees
Labor Relations Act, shall be effective as of December 22, 1973, or
any subsequent date set by the Council when implementing the recommenda-
tions or contracts.
