WHEREAS, The Depa.rtment of Housing and Urban Development
_ ha.d previously transmitted to the City of Saint Paul a Fourth and a
Fifth Amendment to the Contract for the Code Enforcement Project
Minn. E-2, which amendments ha.d been approved by the City Council
and executed on beha.lf of the City; and
WHEREAS� HUD now informs the City tha.t the Fourth Amendment
ha.d not been approved by HUD� and they ha.ve submitted a new pro-
posed Fourth Amendment to the Contract between the City and HUD
which would supplant the previous Fourth and Fifth Amendments; now�
therefore, be it
RESOLVED, Tha.t the Council of the City of Saint Paul does
hereby approve the proposed Fourth Amendment to the Grant Agreement
for the Code Enforcement Program, No. Minn. E-2(G), a copy of which
is attached hereto, and the Ma.yor and the Director of the Depa.rtment
of Fina.nce and Ma.nagement Services are hereby authorized to execute
the said Agreement on beha.lf of the City of Saint Paul and to pro-
vide any and all other supplemental statements or agreements in
accordance therewith on behalf of the City.

We have recently sent to you drafts of the Fourth Amendatory Contract
(November 6, 19'(3).
We had earlier tendered to you and subsequently had executed a Fifth
Amendatory Contract to the above Project.
After our execution of the Fifth Amendatory, we discovered in our files
that while a Fourth Amendatory had been tendered to you in January 19'71,
_ that amendutory was never executed because the Housing Authority could
not compl�T V��th the Uniform Relocation and Land Acquisition Policies Act
of 19'r0.
The state relocation law recently passed now enables the Housing Authority
to comply with the Uniform Relocation Act.
In order to keep our records up to date, we have recalled all of the Fifth
Amendatory Contracts� a.nd retendered a Fourth Amendatory Contract. The
Fourth Amendatory contains funds included in both the Fourth Amendatary
V sent to you in January 19"j1, but never executed� and the Fi.fth Amendatory.
- �closed are Relocation Assurance forms which should be signed and
: returned with the Contract.

. requirements of the Secretary and within the budgetary
li.mitations of this Contract.
(1) Aiotwithstanding any other provision of this CPntract,
the Government shall fund, as part of the gr�nt payable
under Section 5 hereof, the full amourst of the first
$25,000 of the cost to the Grantee of providing such
: payments and assistance for each eligible recipient
thereof, pursuant to such regulations or other require—
ments� on accoknt of any displ:cc:.,_-_�� c � ; ci:�rt�r
acquisition occurring prior -to July 1, 1972.
(2) Costs of the Grantee for providing such payments and
assistance in excess of said $25,000 per eligible
recipient on account of displacement or acquisition
occurring prior to July 1, 1qj2, an.d all costs of the
Grantee for pro�ding such payments and assistance on
account of displacement or acquisition occurring on or
after July 1, 1y'r2� shall be regularly treated and funded
as part of the actual cost of the Program otheri�rise
authorized hereunder.
(3) Natwithstanding any other provision of this Contract, the
Grantee shall not, without the express consent of the
Secretary, expend irom funds available u_nder this Cont-ract
more than $1,57�,450.00 for relocation payments or more
than $ -0— for the costs of providing relocation
assistance to or on behalf of eligible displacees.
{b) Assurances.--The Grantee has filed with the Secretary the assurances
�rith respect to displacement of persons and aca,uisition of real
property required by the Uniform Relocation Assista.nce and fteal
Property Acquisition Policies Act of 19'7o and related regulations
of the SECretary, which the Secretary has determiried (subject to
. of,her provisions hereof) are satisfactory.
Section 3. Delete the figures "$15,000.00" wherever the same appears in
S°ction g of Part I of the �isting Contract and substitu�e in lieu thereof:
$z8,500.00.
Section L�. �ccept as modified herein� the E�cisting Contract shall ba and
