RESOLVED, Tha.t the Council of the City of Saint Paul does
hereby approve and authorize Amendment to tha.t Agreement between
the City and the United States of America, Grant Agreement for a
Comprehensive City Demonstration Program, No. ME-22-003, as amended
to date, so as to add certain conditions to said Grant Agreement

pertaining .to the Clean Air Act and standards issued thereto, and
regulations prohibiting and eliminating Lead-Based Paint Ha.zards,
and the proper City officers are authorized to si.gn said Amendatory
Agreement on behalf of the City.

THIS AMEND�TORY CONTfi�CT� made and entered into on the date hereir�
below speci.fied by and between the City of St. Paul� Minnesota (herein
cal.led th� "City") and the United �•tates of America (herein called the
"Government")t WITNESSETH: �
. WHERE�AS' the parties entered into that certain Grant Agr�ement for
a Ccxnprehensive City Demonstration Program,No. MM�-22--003� the 22nd .
day of August, 1971� and; �
WI�E'AS� the parties hereto have agreed to amend the said Grant
Agreement for a Comprehen$ive City Demonstration Program as amended
to date (herein called the "Exi.sting Agreement");
NOWq THER�ORE� for and in consideration of the mutual benefits
flowing to the City and the Government� the �.sting Agreement is
hereby amended as fo]1ows:
� Section One. Add the �following� provisions to �hi:bit B of the �cisting �.
Agreement:
F. Com�ance With the Provisions of the Clean Air Act -
Notwi.thstanding any other provision�the City agrees to
comply with the Clea.n Air Actt as amer_ded (1�.2 UoS.C. 1$57
et seq.)� and the standards issued pursuant thereto, in
facilities which are involved in the activit�.es receiving .
assistance.
G. "Prohibition of and Elimination of Lea�—Based Paint Hazard — �
Notw-�thstanding any other provisiont the City agrees to comply .' _
with the regulations issued by the Secretary of Housin:g and _
Urban Developrnent set forth in 37 F,R, 22732 3 and a11
- applicable rules and orders issued thereunder wYrich prohibit
the use of lead based paint in residential structures under— _, .r ,
going Federally assisted construction or rehabilitation and
require the elimination of lead—based paint hazards. Every
contract or subcontract� including painting� pursuant to
which such Federally assisted construction or rehabilitation
is performed� shaLl include appropriate provisions prohibiting �
