RESOLUTION REQUESTING THE DEPAR"I'MENT OF PLANNING AND ECONOMIC DEVELOPMENT
TO INCLUDE A ZONIIVG DISTRICT FOR CIVIC AND OPEN SPACE
IN THE PROPOSED RESTRUCTUR.ING OF THE SAINT PAUL ZOIVING CODE
1 WHEREAS, the City of Saint Paul has been recognized as a leader in protecting our region's environment, especially in
2 the areas of recycling, energy efficiency, and developing local responses to climate change; and
3 WI�REAS, a sound natural environment is the foundation of a healthy society and a robust economy; and
4 WHEREAS, urban open space and pazks provide tangible benefits, such as mitigating air and water pollution, providing
5 opportunities for recreation, reducing crime, fostering cohesive neighborhoods, attracting businesses, and increasing
6 property values; and
7 WIIEREAS, the City of Saint Paul's Zoning Code does not provide a zoning district specifically for pazks or other civic
8 and open space; and �
9 WIIEREAS, the City's parks, golf courses, and cemeteries are currently zoned for residential use; and
10 WHEREAS, providing a zoning district for open space would offer addirional protection for these spaces and would be
ll more consistent with their actual use; and
12 WIIEREAS, the Department of Planning and Economic Development is undertaking a restructuring of the City's Zoning
13 Code in order to make it more understandable; and
14 WIiEREAS, the reshucturing of the Zoning Code provides the City with an excellent opportuniTy to incorporate a new
15 zoning district for civic and open spaces; now therefore be it
16 RESOLVED, that the Saint Paul City Council requests the Saint Paul Department of Planning and Economic
17 Development to incorporate a new zoning district for civic and open space in the proposed restructuring of the Saint Paul
18 Zoning Code.
