Kristine Schweinler reported this is an application for Auto Repair Gazage and Auto Body Repair Garage Licenses by Mobauimed S. Eshmawy, doing business as East Lake Auto. It has been approved by Licensing, Zoning, and Fire. The following conditions recommended by LIEP have been signed by the applicant: l. All vehicles parked outdoors must appear to be completely assembled with no major body parts missing; 2. Vehicle salvage is not permitted; 3. Vehicles parts, tires, oil, or similaz items will not be stored outdoors. Trash will be stored in a covered dumpster; 4. No auto body repair of vehicles is allowed on the lot. All auto body repair work must be done inside the shop; 5. No auto body spray painting allowed; 6. No vehicles sales allowed; 7. Customer vehicles may not be pazked longer than 10 days on the premises; and 8. Licensee must compiy with all federal, state, and locallaws. Bob Arndorfer, St. Anthony Park District Council, 2379 Peazl Street, appeared and stated the district council has some issues they would like on the license. He just finished a meeting with the owner, and Mr. Arndorfer is satisfied that they aze in agreement with what the district council is asking for; therefore, he does not have any objections to this license applicafion. The conditions recommended by the district council are as foliows: 1. No parking on the street; 2. Fencing be repaired and bumpers be installed to protect the fencing; 3. Landscaping be installed in front of the pazking area sufficient to present a visual bazrier to the street; 4. No banners or streamers installed on the property; and 5. A business plan is presented to the St. Anthony Pazk Community Council far approval. Mr. Stratluiian stated there are two ways to handle the issues being raised here by the district council: 1) The district council can let the owner know what they want and the district council can get a verbal assent indicating the owner is okay with doing these things, 2) these items could be put on the license as formal conditions. If there is an informal understanding and the owner does not do it, the only recourse is to go to the owner. Mr. Strathman asked does he want the items to be formal conditions or does he want them added to the record as an informal agreement between the rivo parties. (Mr. Arndorfer confened with the property owner.) Mr. Arndorfer stated he would like them to be informal. Mohammed Eshmawy, owner, appeazed. Mr. Strathmau asked if he intends to fuifill the agreement with the conditions proposed by LTEP and does he intend to fulfill the agreement with the conditions proposed by the neighbors. Mr. Eshmawy responded yes to both questions. Gerry Strathman recommended approval of the licenses with the conditions recommended by LIEP. Also, he will add the letter from St. Anthony Pazk Community Council to the record, and make a note that the owner has agreed to take caze of the issues that the neighborhood has raised.
