1 WHEREAS, the Ramsey County Boazd of Commissioners, by Resolution No. 99-396,
2 adopted on October 5, 1999, established the Ramsey County Soccer Partner Program to
3 accelerate the acquisition and development of youth soccer facilities by cities, school districts
4 and townships within its boundaries; and

WHEREAS, the City of Saint Paul is an eligible applicant and the Division of Parks and
Recreation wishes to submit a grant application for the following project:
Jimmv Lee Recreation Center - Acquisition of land to enable development of a soccer field.

WHEREAS, the Division of Pazks and Recreation documented the need for additional
soccer fields in Saint Paul in the report, Soccer 2000, published in February, 2000; and
WHEREAS, the City of Saint Paul, Division of Parks and Recreation accepts the Ramsey
County Soccer Partners Program terms as outlined in the Request for Grant Applications; and
12 WHEREAS, the above mentioned proposed application to the Ramsey County Soccer
13 Partners Program requires the participation of the City of Saint Paul as the unit of local
14 government and a resolution by the local government to apply for funding;

NOW, THEREFORE, BE TI' RESOLVED that the City of Saint Paul authorizes the proper
City officials to submit the following grant application:
Jimmv Lee Recreation Center ($500,000.00) and
BE IT FURTHER RESOLVED, that the Director of Parks and Recreation will serve as the
official liaison with Ramsey County for the purposes of administering the above mentioned grant
project; and
BE IT FINALLY RESOLVED, that upon any said project approval by the Ramsey County
Soccer Partners Program, a specific resolution including project budget will be submitted for
City Council review and approval.

acquisition and development of new soccer fields. The Jimmy Lee expansion project will include soccer fields when
