FY2002 CONSOLIDATED PLAN (CDBG,ESG,HOME) SUBMISSION
WHEREAS, the Council of the City of Saint Paul did approve, upon the
recommendation of the Mayor and with the advice of the Capital Improvement Budget
Committee, the FY2002 Community Development Biock Grant (CDBG) Program as part
of the 2002 Capital Improvement Budget and the 2002 Special Funds Budget; and
WHEREAS, the appropriate public hearings on the 2002 Consolidated Plan have
been held in accordance with the requirements of the U.S. Department of Housing and
Urban Development; now, therefore, be it
RESOLVED, that Mayor Randy Kelly, as Chief Executive Officer of the City of
Saint Paul, is hereby authorized and directed to submit the 2002 Consolidated Plan to
the U.S. Department of Housing and Urban Development in such form as prescribed by
the regulations of said Department; and be it
FURTHER RESOLVED, that the Mayor or his designated representatives, PED
Grants Management staff, are further authorized to submit to the U.S. Department of
Housing and Urban Development any assurances, certifications, technical changes or
additional information that may be required by said Department during their review of
the City's 2002 Submission for Federal Assistance; and be it
FURTHER RESOLVED, that upon notification of approval of the City of Saint
Paul's 2002 CDBG, ESG, and HOME Programs by the U.S. Department of Housing and
Urban Development, the Council does hereby authorize the proper City officials to
execute the grant agreement and contract between the U.S. Department of Housing
and Urban Development and the City of Saint Paul for the 2002 Programs; and be it

FURTHER RESOLVED, that the proposed financing for the 2002 HUD Programs is
provided in the following manner:
