RESOLUTION PROHIBITING T'f� CITY OF SAINT PAUL
FROM USING BILLBOARD ADVERTISING
3 WI�REAS, billboards can have a negarive impact on the value of neazby residential and commercial properties; and
4 WIIEREAS, many billboard shucmres in the CiTy aze dilapidated and the advertising messages on billboazds are often tom,
5 peeling, out-of-date or defaced with graffiri; and
6 WHEREAS, District Councils, citizens and other organizations throughout the City have worked to reduce the number of
7 billboazds in their neighborhoods; and
8 WHEREAS, the City's comprehensive advertising sign ordinance is designed to reduce billboards and to define all existing
9 billboards as nonconfoming uses; and
10 WIIEREAS, when City departments and agencies advertise on billboazds it sends an inconsistent message to the public and
11 businesses; and
12 WHEREAS, there aze alternative methods of promoting City services and activiries, such as print, radio, cable, and
13 broadcast television advertisnig; now therefore be it

Resoived, that the St. Paul City Council hereby requests that the Adwiuistration develop a
written policy regazding the use of billboazd advertizing by city departments and report back to
the Council by July 15, 2002. Said policy should consider the public purpose of such
advertizing, the availability of other methods to disseininate the message, and a process whereby
such advertizing would be approved prior to use.
