This is written in response to the appeal of Roland W. Block to relax
setback requirements on property located on the north side of Belv�dere
between Andrew and Kansas, and further described as follows:
Lot 24, Block 23, West St. Paul Real Estate and Improvement
Syndicate Addition No. 2.
This appeal was heard by the Board of Zoning at a public hearing held
on August 30, 1973. The staff report was presented, which indicated
that the variance is to accommodate another addition to a home.
The Board heard a motion to recom�end approval. The motion was
seconded and passed by a vote of 4 to 0.

dug and footings pour�d for an addition to th� above
m�nt i oned prap�rty aft�r two supports were knock�d out by
vandals from beneath an attached porch � leaving it a d�finite
ey� sore.. Th� porch was dismantled and hauled away. (
compl �ted the concrete work , but the lack of building mat�rial ,
mon�y and tim� caus�d a t�mporary d� lay in the project .
Now I hav� th� mat�rial and th� tim� (still short on mon�y )
to complete th� work , but the building inspector� Mr . Holmstrom�
informs me I 'm 12 f��t too far toward B� Ividere and must se�k
your help.
I now gracio�sly implore you to r� lax the setback requirements �
as I se�k a var i anc� from the s�teack code accord i ng -to
section 62 .03. The hom� is residential , I resid� th�r� and
I sincerely prayfor a favorable resolution.

A. HISTORY: There is no zoning history for this site.
B. PROPOSAL: The appellant proposes to build an addition on his home to
replace a porch which was removed.
C. REASON FOR APPEAL: The proposed addition would be 1.5 feet closer than the
legal setback of 24 ft.
D. VARIANCE: The amount of a variance is 1.5 ft. or 6.25% of the legal setback.
E. AREA ZODiING: A "C" Residential district exists one block south of the subject
site. "B" Residential zoning begins 1� blocks north. The rest of the area
is zoned "A" Residential.
F. SITE CONDITIONS: The site is developed with a two story frame house. The lot
is fairly level and at street grade.
G. AREA CONDITIONS: The right of way for Lafayette Freeway is one� lot away to
the east. The area iimnediately west is developed with single family homes
and duplexes. Further west is vacant land on the bluff slope.
