Dear Sir:
This is written in response to the application of Highland Park State
Bank for a permit to install a drive-up banking facility on property
located on the north side of Ford Parkway between Kenneth and Howell,
and further described as follows:
Lots 17, 18, 19 and 20, Block 4, Byrne's Re-arrangement.
This matter was heard at a public hearing by the Board of Zoning on
August 30, 1973, The staff report indicated that the plan met all
requirements with same minor changes, but that the Traffic Engineer
would like authorization to require changes in the traffic control
devices in the future should it become necessary.
The Board heard a motion to reco�nend approval of the application
subject to the recomanendation of the Traffic Engineer. The motion
was seconded and passed by a vote of 4 to 0.

A. HISTORY: Permits for a car wash and a filling station were granted for
this site in 1955.
B. AREA ZOIVING: Ford Parkway frontage is commercial for most of this block
and the one to the west but a "C" Residential district exists near
�iowell St. and a Light Industrial district exists near Cleveland Ave.
The rest of the area is zoned "A" Residential. .
C. DESIGN STANDARDS: The Traffic Engineer feels the City should reserve the
right to prohibit left turns in the future if conditions warrant the
prohibition. �
D. FRONTAGE AND AREA: The site has a frontage of 160 ft. along Ford Parkway
and a depth of 125.11 ft, for an area of 20,017.60 sq. ft.
E. SITE CONDITIONS�s The site is developed with a service station and car
wash. The proposed use would remove the service station but retain the
car wash.
F. AREA CONDITIONS: West of the site, Ford Parkway frontage is developed
commercially. East of the site are several commercial uses but multi-
family residential is the primary use. Hillcrest Playground and Highland
Park Library are across Ford Parkway. Away from the Parkway, the general
srea is developed with single family homes.
