To the Honorable Council
of the City of Saint Paul:
I have today issued an administrative order establishing a Saint Paul
Area Manpower Planning Council. Such a council must be established
by the City of Saint Paul to qualify for federal funds in support of
manpower programs. A copy of the order establishing the council is
attached for your information.
Enclosed for your consideration is a resolution consenting to the
appointment of 30 persons to the Council.
