WHEREAS, The Metropolitan Sewer Service Board, with the ap-
proval of the Metropolitan Council, ha.s recently adopted a new
method of allocating reserve capacity cha.rges within the Metro- -
politan area, this method of payment being identified as Service
Availability Cha.rge (SAC) ; and
WHEREASs The Council of ' the City of Saint Paul, in attempting
to comply with the procedures and policies adopted by the Metro-
politan Sewer Servi,ce Board and the Metropolitan Council, has
received ma.ny objecti:ons to the proposed method of allocation and
the commencement of such cha.rges to be effective on and after
Janua.ry 1, 1973; now� therefore, be it
RESOLVED, TYiat the Council of the Gity of Saint Paul does here-
by request and ap�eal to the Metropo�itari Sewer Service Board
concerning the proposed SAC cha.rges4, that the Board consider delay-
ing the in�position of such SAC charges until July l, 1973; tha.t
the City a,f Saint Paul and other municipalities be given credit
for the demolition of structures for the two�-year period previous
to January 1, 1973; and that the SAC cha.rges be applied against new
structures on a tieferred or time-payment plan; and, be it
FURTHER RESOLVED� Tha.t the City Attorney is hereby requested
to present this appeal of the City Council to the Metropolitan Sewer
Service Board at its next regular meeting for the purpose of pre-
senting the Council' s position as e�cpressed herein.
