WI�REAS, The City of Saint Paul acting through its Valuation Engineer
has secured an agreement for the purchase of that certain property described
as follcsws:
That portion of Lot 32, Franklin Steele's Subdivision of Lot
2, Section 21, Tawnship 28, Range 23, West of the 4th P.M.
Ramsey �ounty, Minnesota, described as follaws: Commencing
at a point on the North line of said Lot 32, at an intersection
with the southerly prolongation of the West line of Lot 20,
thence southwesterly along the west line of said Lot 20 ex-
tended to the south line of Lot 32; thence westerly along the
South line of said Lot 32, to the Ea.st line of the land conveyed
to the County of Ramsey by F`ranklin Steele and Annie E. Steele,
his wife, by deed dated Sept. 4, 1879 and filed Sept. 30, 1879
in 87 of Deeds, on page 392; thence northerly along the east
line of said land described in 87 of Deeds, page 392 to the
north line of said Lot 32; thence easterly along the north line
of said Lot 32, to point of beginning, bein� all that part of
said Lot 32 in Franklin Steele's Subdivision of Lot 2, Section
21, Township 28, Range 23, Ramsey County, Minnesota, which lies
between the tract conveyed to the United States of America, as
set forth in that certain decree dated May 23, 1908 and filed
for record in 5�+1 Deeds, 19�+, and that certain land conveyed
to the County of Ramsey by Franklin Steele and wife by Deed
dated September 4, 1879 and filed in 87 Deeds, 392•
WHEREAS, The property described therein is necessary for the Crosby Lake-
Hidden Falls Paxk, and the price at which the property may be purchased is at
the total amount of $23,000.00, a fair and reasonable price according to the
appraisal obtained by the City Valuation Engineer; and
WI�EAS, The City Valuation Engineer has recommended the purchase of said
property at the price stated above, as evidenced by his report submitted here-
with; now, therefore, be it

To the Honorable Mayor, Council President,
and Members of the City Council
I,adies and Gentlemen:
The Council of the City of Saint Paul by its resolution Council File No.
259206, approved Jul.y 10, 1972, authorized and directed that negotiations
be initiated for the Crosby Lake - Hidden Falls Park.
Pursuant to such authorization and direction, I, in my capacity as City
Valuation Engineer, have secured an agreement �with S & E Enterprises, owner
of one parcel required for the said project, for purchase of its land for
compensation in the amount of $23,000.00 which in u�y opinion is a fair and
reasonable price. Therefore, it is recorrnnended to the Council that it
authorize the purchase of this property in lieu of condemnation at the
price of $23,000.00 as negotiated with the owner.
The property herein recommended to be acquired is more particularly de-
scribed in the resolution submitted herew�ith for your consideration and
action.
