WHEREAS, The C3ty of Saint Pa.ul acting through its Assistant Valuation Engineer
has secured an agreement for the purchase of that certain property described as follows:
The West one (1) acre of the east fbur (4) acres of the southwest
quaxter (SW�) of the southwest quarter (SW4) of the southeast
quarter (SE4) Section twenty-two (22) Township twenty-nine (29)
Range twenty-two (22), sub�ect to M�ryland Avenue, sub�ect to
retention of a life estate in the southerly 150 feet thereof.
WI�EAS, The property described. therein is necessary for the Prosperity Park Site,
Project No. Minn. OSA-116, and the price at which the property may be purchased. is at
the tothl amount of $2�+,500.00, a fa.ix and reasonable price accordin� to the appraisals
obtained by the Assistant City Valuation Engineer; and
WFIEREAS, The Assista.nt City Valuation Er�gineer has recommended the purchase of
said property at the price stated above, as evide�aiecl-by his report submitted herew3th;
naw, therefore, be it
RESOLVED, That pursuant to Ordinance No. 14906, Council File No. 255447, approved
September 9, 1971, the Council of the City of Saint Paul. does hereby authorize the
purchase of the above described land, aryd be it
Resolved further, That the proper Gity Officials are hereby authorized and directed
to pay to Frank and Lillian Pechmann, record fee owners, the sum of $24,500.00, said
sum to be paid to the aforesaid veudors fram PIR Fund Code 60000-502-000, (L-736o), to
be reimbursed from Fund 93770-460-007, upon their ftiarnishing evidence of good marketable
title in the aforesaid vendors, and the total payment to be made upon tender by aaid
parties of appropriate deed.s conveying title to said properties to the City of S�int
Pa,ul, and upon execution of appropriate documents governing the retention of the life
estate in the said ].and.

To the Honorable Mayor, Council President,
and Members of the City Council
Ladies and Gentlemen:
The Counci.l of the City of Saint Pa.ul per Council File PTo. 255�+47, approved
September 9, 1971, adopted Ordina.nce No. 14906 authorizing and directing the
acquisition of certain lands for Prosperity Park, Open Space Land Froject No.
Mirin. oSA-116.
Pursuant to such autharization and direction, I, in �y capacity as Assistant
City Valuation En�ineer, have secured an agreement with Frank and Lillia.n
Pechmann, owners of a paxcel required for the said pro�ect, for purcha.se of
their land, subject to retention of a life estate in a portion thereof, for
compensation in the total net amount of $2�+,500.00, which in nLy opinion is a
fair and reaspnable price. Therefore, it is recommended to the Council that it
authorize the purchase of this property in lieu of candemnation at the price of
$2�+,500.00 as negotiated with the awners.
The property herein recom�nended to be acquired is more particularly described
in the resolution submitted for your consideration and action.
