WI�REAS, the Legislative Hearing Officer recommends that license application (ID # 20010005771) for
Restaurant-Mare than 12 Seats (B), Gambling Location (C), Entertainment (A), CigazettelTobacco, and Alann
Permit (New) Licenses by Irish Embassy Pub and Restaurant, Inc., 1305 Seventh Street West, be approved with
the following conditions:
1) Exterior and interior signs will be posted to deter patrons from blocking the alley;
2) No remodeling of the restaurant or seating area will be done unless the proper permits are obtained;
3) The establishment will patrol the azea azound the bar to make sure that the a11ey and private driveways are
not blocked by patrons;
4) The owner or manager will be available to respond to neighborhood complaints; and
5) Cement barriers will be placed on the perimeter of the back parking lot to prevent patrons from parking on
the sidewalks or boulevazds by October 31, 2002;
THEREFORE, BE IT RESOLVED that the Councii of the City of Saint Paul hereby approves this license
application with the recommended conditions.

The meeting was called to arder at 237 pm.
Gerry Strathman stated this meeting is being held to hear objections to the issuance of licenses to
the Irish Embassy Pub and Restaurant.
Christine Rozek reported this is a license application far the Irish Embassy Pub and Restaurant,
Inc., Matthew O'Hara, owner, 1305 Seventh Street West. The City Council has akeady issued
the Liquor on Sale and Liquor On Sale-Sunday licenses. Most of the issues have to do with
entertainment. The previous owner did not have an entertainment license. The other license at
issue is the restaurant license. The owner talked to the restaurant inspector, but there has not
been any recent conversation since December. Fire has approved the license application.
Environmental Health has approved the application as long as the issue can be resolved from the
December inspection. Zoning has approved the parking requirements. There are no pending
adverse actions against these licenses. LIEP is recommending appxoval of the license
application.
Gerry Strathman asked about the restaurant license. Ms. Rozek responded Steve Olson
(Environmental Health Inspector for LIEP) went through the establishxnent and had things to be
approved. There was talk of expanding the kitchen and adding a bump out to the parking azea
above it. There is concern in LIEP that the restaurant is operating without any recent contact.
Mr. Strathman asked are they operating with permission of Environmental Health. If there were
any serious health issues, responded Ms. Rozek, it would have been dealt with at the time.
(No one appeared in objection to the license application.)
Mr. Strathman stated three letters of objections were received. Beverly Biagi, Maryann Biagi,
and John Biagi, wrote that parking is not sufficient. Mr. Strathman stated this business meets the
current code for parking; therefore, that is no basis for denying the license application. Anne
Babcock and Family wrote about noise, the parking lot is sma11, loud customers leaving at night,
loud entertainment, and trash on their property. Joe Buzicky and Terry Buzicky wrote the
previous owner patronized families, and they object to the present change in clientele. They also
wrote about parking, traffiq their properiy values, and enterta.iiunent that occurred without a
license. They included photographs showing the presence of a cement mixer in the reaz of the
properry, and wrote that work was being done on Saturday and Sundays. Other photos showed a
car blocking the alley and a sign indicaring live Irish Music on Febraary 8 and 9.

Matthew O'Haza, owner, appeazed and stated an inspector came by to make sure wark was not
being done. It met to his satisfaction; therefore, the letter of objection contained a false claim.
Every time they had a band, an entertaivment license was issued. They were granted two extra
licenses because they had received the pernut to have live entertaimnent, but the objections came
in afterwazd. As for pazking, he could patrol the azea, but he could also tow the wrong car. He
would like to make his phone number accessible. He spoke to the immediate neighbors.
Mr. Strathman asked has he spoken to any of the people who wrote the letters. Mr. O'Hara
responded he did not know how to locate them because there were no addresses or phone
numbers on the letters. He passed out fliers telling people to call him if there aze problems. He
spoke to a neighbor who wants a new fence. Mr. O'Hara told her that he would tear down the
old one and have it removed, and she can pay for installing a new one. Also, Council Member
Pat Hazris was in the Irish Embassy watching The Druids. The bar was not packed. Mr. O'Haza
asked did he like what he saw, and NIr. Harris said he didn't see anything wrong. Mr. O'Haza
stated people are more concerned with what could happen than what did happen. People feel this
entertainxnent license will include more than an Irish band.
Kristine Schweinler reported the Class A Enteitaiuinent License ailows up to three performers.
There are some conditions they would like added to the licenses regarding signage in the parking
lot and alley, no wark on the restaurant without permits, the owner needs to speak to Steve Olson
[LTEP] about the updates, making sure the a11ey is not blocked by patrons, making the owner's
phone number accessible to the neighboxs, adding cement barriers to the parking lot, speaking to
zoning. Mr. O'Haza responded he spoke to zoning already and he spoke to Mr. Olson who
okayed them to build a new kitchen. As soon as he can start, staYed Mr. O'Hara, he will pull the
permits.
Mr. Strathman asked are they now recommending approval with conditions. Ms. Schweinler
responded yes. Mr. O'Haza responded he accepts those conditions.
