I ; Since one of HRA's most successful financial tools for rehabilitation, Section 312 loans, s,ras phased out June 30, 1973, it is essential that we undertake a direct loan program. It is important to note that the guidelines are parallel to those found in HUD Handbook 7375.1 (Rehabilitation Financing RAA Programs Handbook), as required by tha State legislation, with the following minor modif ications: '° . 1. Loans will be restricted to owner-occupants of not more than 2 dwelling units. 2. Income limits for priority processing will be raised to 135% of 221(d) (3) (FHA low and moderate income limits). 3. Loans shall be limited to $5,000 on property being purchased on a contract • for deed. 4. A mortgage will be required as collateral on all loans. � . 5. Refinancing of existing mortgages will be further restricted. � 6. The interest rate will be 3% plus an additional amount up to 1� to cover loan servicing charges and origination cests. The staff recammends Board adoption of these guidelines foz administration of a direce loan program. In such cases a rehabilitation grant and�or rehabili- ' tation loan will not be made unless the applicant can provide whatever additional amount is needed to assure completion of the work. *Any building which has been' brought into code compliance through relocation, F.H.A. or V.A. -sales guarantee or use of the 312 or 115 program is not eligible for considera- tion of this program for a period of at least five years. GRANTS AND LOP:NS ON RESIDL'NTIAL PROPERTY. _ If the applicant_ for an RAA rehabili- . tation grant and/or rehabilitation loan on residential property is obtaining a supplementat conventional la�n, the ap�licant must sho�� evidence in c�rritir.�- . - - - � ° - COSTS INCLUDABLE IN A REHABILITATION LOAN After rehabilitation, the proper�� must conform to the minimum Housing Code. Kitchen equipment. (Modernization including stove and refrigerator). d. Acquisition of land. (To bring the pro�erty into conformity with PRS). e. H�u.nt: Enclosed please find resolution of the City Council approving the Housing and Redevelopment Authority' s Direct Reha.bilitation Loan Progra.m� which adopts City- approved determina.tion provisions to be followed by the Housing Authority in the administration of this program� and authorizes the issuance of one million dollars general obligation bonds of the City of Saint Paul for the purpose of funding the first incremental year of the Reha.b Program which incremental year is fixed by the resolution as commencing July 1, 1973 and termina.ting June 30, 1974. Attached to the resolution is a copy of the guidelines and determination provisions recommended to the City Council by the Board of the Housing and Redevelopment Authority. The Housing Authority should appear at the Council meeting and explain the Reha.bilitation Loan Program to the Council, and I suggest tha.t you contact Mr. Helfeld for the purpose of arranging for this presentation on beha.lf of the Housing Authority.
