WHEREAS, the Certificate of Acluevemem for Excellence in Financial Reporting Program was begun by the Govemment
Finance Officers Associarion (GFOA) to emphasize the belief that every governmental unit should prepaze and publish an
easily understandable, Comprehensive Annual Financial Report (CAFR) covering all of its funds and financial transacrions
during the yeaz; and
WHEREAS, the CAFR is a very detailed report that goes beyond the requirements of generally accepted accounting principles;
and
WHEREAS, the Certificate of Achievement for Excellence in Financial Reporting is the highest form of recognition in the area
of governmental financial reporting, and its a[tainment represents a significant accomplishment by governmental units and its
management; and
WHEREAS, the City of Saint Paul has received an annual Certificate of Achievement for Excellence in Financial Reporting
for twenty-five consecutive years; and
NOW, THEREFORE, BE IT RESOLVED, that the City Council, on behalf of the City of Saint Paul, aclrnowledges the receipt
of the GFOA Certificate of Achievement in Excellence in Financial Reporting for 2000; and
BE IT FINALLY RESOLVED, that the City Council commends the following staft; whose efforts were important and
necessary in order to receive the Certificate of Achievement for Excellence in Financial Reporting: Patty Banks; Bruce Beese;
