There is indeed an energy crisis, especially a gasoline shortaQe. The prdole.�!, put in 25 words or less,, is simply that Ansrican people are con-- si�iag far more energy than they are producing. A recent spot check of gasoline stations in Minr_esota has revealed that only one-third of them are canductino norma? operations, Obv?ously, so�:e decisions have to be madz a:�d in the short run, it is certain that the price of gas an3 oil will g� up. The uncertainty seems to be only a matter of how much. Compounding this problem is the fact of the increasad congestion on the freeways, especially during the rush hour traffic. More chan 70% of the cars moving in the rush hour are carryino only one person. The increaszd congestion is not of people but rather automobiles. I beli.eve so�e kind of voluntary approach in attempting to alleviate some of the afo-tementione� problems should be initiated. I b2lieve the City Council can help the situation by imple�.enting ener;�-saving plans. I proposa that the St. Paul City Coun.cil initiate a car-pool system to be jointly implemented and supportad by the City . Coenc�l and County Board. I recommend tne City Hall and Court House � Cc�missioa conduct a survey of all city and county personnel to deternine the percentage of public employee personnel driviag alone, co�utinp by bus or other �eans of transportat�on; the location of their residence and if willingness is shown to voluntarily participate in a car-pool system. , �u�� � .. �. �':"� 'c " , ° L — �A� . � The results of this survey can be used to encouraoe the use of car-pools for the enployees. I further believe the employees of the City aad County car-poolino plan could be incorporated into a wider scoped plan of the downtown based eaployees, and perhaps the State employees working in the State complex of buildings. The State, and several companies have already surveyed their employees, and have this infornation ready to be used. Incentives can also be granted to drivers in car pools, such as free parking spaces, or closer proximity in . parking to their place of employment. The overall plan could be coordinated by perhaps Operation 85, which already has been involved in this plan with c�.ty's "People Circulation and Distribution Study". Personalized computer programming can be utilized, and employees from various places of employment can be mi.xed and matched. The 3M Company has been successfully demonstrating a coamnuter van program for the past several months. The United States �Department of Transportation has recognized. the merits of the 3M program. Some ridars seek a more personalized mode of transportation than public transportation offers. Conczntration on reaching co�uters in outlying areas where the residential density is such that bus service cannot be economically provided should also be considered. The results of City/County co�uter transportation can be significant not only to our emoloyees but also to residents of Ramsey County if congestion and the amount of auto-related air pollution can be reduced. It would en- courage the Metropolitan areas' road to clean air, as the real onus falis on � tha public, and it will further be a contribution to meetina the standards nandated by the Clean Air Act and limit the number of cars on days when air. pollution threatens to exceed Federal standards. Multi-passenger transportation would help in establishing a goal for increasing the proportion of riders.
