Courses taken after graduating included systems and procedures, three cour- ses in computer technology, and three courses in statistics at the graduate level at American University in Washington, D. C. WORK EXPERIENCE 1. Organization: Ramsey County Administrator�s Office Address: St. Paul Court House, St. Paul, Minnesota 55102 Title: Administrative Analyst. Duties: Conducted surveys of operations in county departments � and recommended changes in procedures and organization. During the course of the surveys, applied the principal management analysis techniques including job analysis, work flow charts, work simplification procedures, work distribution analysis, and space allocation. Established controls over administrative projects, including the use of project logs, project descrip- tion sheets and critical path charts. Assisted in developing plans for a computerized apprqach to establishing market value of property in Ramsey County. Prepared procedure manuals in play-script format and prepared a reference manual which des- cribed the objectives and operation of the various county de- partments. Duration: November 1971 to present time. Salary: $16,800 - 2. Organization: �ost Office Department Headquarters Address: 12th and Pennsylvania, N.W., Washington, D. C. Title: Director of the Revenue Analysi.s Branch of the Revenue/Cost Analysis Division in the Bureau of Finance. Duties: The principal function of the Revenue Analysis Branch was to determine the revenue, number of pieces, and weight of each class of mail in the postal service. The basic informa- tion was obtained through sampling programs conducted at the 78 largest post offices and at an additional 480 post offices se- lected on a random basis to represent post offices of various sizes. The office staff consisted of 15 to 20 employees who d „ ,� . � . ` . ��-�-�'�� � , reviewed the sample reports for proper identification and for obvious errors, and then forwarded the reports to the data pro- cessing section. The computer was programmed to prepare a number of editing runs which were reviewed by the staff for ac- curacy and consistency, and to develop estimates together with standard errors and variances on a monthly basis for the revenue, number of pieces and weight of each class of mail. In addition to the basic sampling program, a number of special studies were conducted to determine the average length of haul for mail transported by rail and by air, zone distribution of parcel post, volume of incoming foreign mail by port of entry, and dis- tribution by zone for priority mail. Duties also included design of sampling forms, preparation of. field and training manuals, and conducting classes in the field on the sampling program for postal inspectors and internal auditors. Duration: July 1966 to June 1971 Salary: $15,000 to $24,300 , Reason for leaving: Took early retirement option. 3. Organization: Regional Office of Post Office Department Address: 512 Nicollet Avenue, Minneapolis, Minnesota Title: Assistant Cost Officer Duties: Conducted cost studies over the four-state area of Minne- sota, Wisconsin, North Dakota �nd South Dakota. Installed work measurement programs at the larger post offices and helped estab- lish work performance standards. Prepared monthly operating re- ports showing the productivity rates at each of the larger post offices, and evaluated the rates in relation to targeted produc- tivity and changes in operating conditions. Prepared portions of the� regional budget pertaining to workload, anti- cipated work hours, and productivity rates. Reviewed workload es- . timates and work.hour requests submitted by post offices, and made adjustments as required. Installed a cost-based budgeting system at the larger post offices. Duration: July 1956 to July 1966 Salary: $7,500 to $12,000 Reason for leaving: Promotion to assignment at Headquarters. 4. Organization: Minneapolis Post Office .
