b. The exterior condition of �he building is as
follows: The building is complet�ly vacant and all the
windaws have been broken. Doors and. windows have been
secured in a poor ma.nner. The exterior briek walls are
in a deteriorated condition. In some areas the surface
of the brick is spalling and mort'ar Joint� are eroded.
There is a large vertical crack at th� southwest corner;
c. The interior condition of the building is as
follows: In the basement, the brick`and li�nestone founda-
tion has eroded martar joints. The floor is littered with
in�Tamtrta.ble debris. Heating units are ru�t�d `throughout.
Some of the piping has been dismantled.; Wood beams which
support the floor joist above res� on fotandation walls
which are shearing away from the r�s't of th� foundation.
ElectricaI extension cords w�re used �xt�n�ively instead
of permanent wiring. Some of the` posts �hich support
beams have dry rot at the bot�om. �tairs to the basement
�levels are `in a weakened and dangerous c�oncdition. The
room.s on the first, se�ond, and tl�ird floors hmve loose
and �alling plaster on the walls and ce�:lings. Interior trim
is split and broken. Doors and windows are broken. Stair
" railings have been broken and removed., ,Illegal second means
of egress from second floor was through 'an,�apartment on the
first floor. A kitchen on the third' fToor had a fire which

present conditian. and the above correetions must be ma.de in
compliance with the Buiiding Code and the Fiousing Code of
the City of Saint Paul in order to ma.ke �he same habitable;
f. The building constitute�` a nta:isane�e and a hazard
to the public health, safety and welf�.r� because of its
physical dama.ge, dilapidation and ina'dequa.te ma.intenance;
now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes Section
_ 463.15 through 463.26, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby make
the following Order:

2. Unless such corrective action is taken to comply with
this Order or an answer served upon t1�.e City of Saint Paul and
filed in the Office of the C1erk of District Court of Ra.msey Count��:
Minnesota within twenty (20) days from the date of the service of
this Order� a Motion for Sunun.ary Enfqrcement of this Order to raze
and remove the said building will be made to the Ramsey County' District
Court; -
3. In the event tl�at the building is to be razed by the City
of Saint Paul pursuant to judgment of the District Gourtt all persona.l
property or fi�tures which may unreasonably interfere with the razing
and remova.l of this building shall be removed within ten (10) days
from the entry of judgment; and if not so removed the Eity of Saint
Paul sha.11 remove and dispose of such personal property artd fixtures
as provided by law;
4, If the City of Saint Paul is compelled to take any action
herein� all necessary costs expended by the City will be assessed
against the above described real estate and collected as other taxes;

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby
submitting its report on the condition of the structure at the
location referred to above.
The owner of record is Phillip Rosenblum and George Blank.
The legal description of the property is W. part of Lot 14 and N.
part of Lot 13, Block 3 , Leech's Addition.
The building was constructed as a four family dwelling. Sometime
in the past it was split up into more apartments making a total of
twelve.
At the time of the inspection, the building was completely vacant
and all the windows had been broken. Doors and windows had been
secured in a poor manner and access for inspection purposes was
accomplished in an easy manner.
In the basement, the brick and limestone foundation had eroded mor-
tar joints. The floor was littered with inflamable debris. Heat-
ing units were rusted throughout. Some of the piping has been dis-
mantled. Wood beams which support the floor joist above rest on
foundation walls which are shearing away from the rest of the found-
ation. Electrical extension cords were used extensively instead of
permanent wiring. Some of the posts which support beams have dry
rot at the bottom. Stairs to the basement levels are in a weakened
and dangerous condition.
The rooms on first, second, and third floors have loose and falling
plaster on the walls and ceilings. Interior trim is split and
broken. Doors and windows are broken. Stair railings have been
broken and removed. Illegal second means of egress from second

floor was through an apartment on first floor. A kitchen on the

Inasmuch as the deteriorated condition, structural deficiencies,
and numerous housing and building code violations outlined above
constitute a public hazard and the o�aner has made no attempt to
satisfactorily repair the damage despite our warings, and the
continued vacant and boarded up condition contributes a blighting
influence on the neighborhood, it is the recommendation of this
bureau that this matter be referred to the City Attorney' s office
for razing and removal through District Court proceedings .
