WHEREAS, the Public ��orks Subcommittee of the City Council
has for some time, through the process of public hearings, been
considering the problems of solid waste disposal within the City
of Saint Paul; and
WHEREAS, the evidence and testimony presented at said hear-
ings clearly indicates the present system of combined collection
is inefficient, uneconomical , and fails to render the best service
to the citizens of the City; and
WHEREAS, the City of SaiMt Paul is faced with defici� spending
and increasing health problems resulting from the current solid
waste disposal system, now, therefore, be it
RESOLVED, by the Council of the City of Saint Paul, that on
recommendation of the Public Works Subcommittee, the following
steps be taken:
1. That the Council give consideration to a mandatory refuse
collection service having the following features:
(a) The City of Saint Paul shall provide the weekly col-
lection of refuse from premises on which are located buildings
containing four or less dwelling units, collection to be provided
through the Department of Public Works and private crews under
contract with the City of Saint Paul.
(b) That a fee system be imposed against any such premises
on an annual basis, payable in quarterly instalments added to and
collected with city billings for water and sewer charges. Such
fees shall be a charge against the premises and be collectable as
provided by Minnesota Statutes. _
