That the Council give consideration to a mandatory refuse collection service having the following features: (a) The City of Saint Paul shall provide the weekly col- lection of refuse from premises on which are located buildings containing four or less dwelling units, collection to be provided through the Department of Public Works and private crews under contract with the City of Saint Paul. (b) That a fee system be imposed against any such premises on an annual basis, payable in quarterly instalments added to and collected with city billings for water and sewer charges.
