WHEREAS, The Council ha.s, by Resolution C. F. 260469,
approved January 12, 1973, determined that in certain Urban
Renewal and Neighborhood Development Areas certain specified
public improvements should be constructed without assessments
against abutting properties located within the areas, and further
provided for the adoption by the Council of annual Comprehensive
Project Improvement Programs; and
WHEREAS= Pursuant to Cha.pter 395 of the Laws of Minnesota
for 1973, bond proceeds received by the City ma.y now be expended
for the Code Enforcement Project (designated by the City of
Saint Paul as Phalen Area Project) ; and
WHEREAS� It is now the intention of this Council to include
the Phalen Area Code Enforcement Project within the assessment
policies as established by the Council and as set forth in said
Resolution C. F. 260469; now, therefore, be it
RESOLVED, Tha.t the Council of the City of Saint Paul does
hereby add the Pha.len Area Code Enfo�cement Project to the said
itesolution C. F. 260469, and the Council does hereby adopt the
assessment policies as set forth in said Resolution C. F. 260469
to the .Pha.len Area Code Enforcement Project to the full extent
as set 'forth in said resolution, to be effective immediately,
and which policies sha.11 apply to all of the specified improve-
ments heretofore constructed from and after the date on which
the Phalen Area Code Enforcement Project was initiated by the
Eity and which were included as part of the Comprehensive Project
Improvement Program� and to all projects hereafter constructed
and included with the annua.l Comprehensive Project Improvement
Programs .
