WHEREAS, the City of Saint Paul has eufiered a loss oi more
than 6,000 residents during the past year; and
WHEREAS, this population decrease presents serious problems
to the future tax base of the City and has a detrimental effect
on total permissible tax levies ; and
WHEREAS� the City C�uncil lacks information readily available
establishing or substantiating reasons for this migration of resi—
dents from the City; and
WHEREAS, in order to effectively cop� _with the problem and
take ateps to stem future loss o� its citizenry the Saint Paul
Gi�y Council must have accurate and up to date information con—
cerning the loss �rom this migration, naw� therefore , be it
RESOLVED, by the Council of the Ci�y of Saint Paul, that it
hereby establishes a Saint Paul Migration Committee to consist of
seven members to serve on a voluntary basis � without remuneration
�rom the City of any kind; and be it �
FURTHER RESOLVED, that said Committee is hereby au�horized
and directed to analyze the problem of resident loss to the City
of Saint Paul � to atudy the re asons for such loss, and advise the
City Council of their �indings at the earliest possible date ;
and be it
FURTHER RESOLVED� that the Ma�r of the City of Saint Paul,
pursuant to Section 3. 01.8 of the City Charter, is hereby requested
to submit proposed appointments for confirmance by this Council.
