In the matter of hazardous
buildings being that 12 story single
family dwelling and garage at 630 N.
Western in the City of Saint Paul and
situated upon those premises legally
described as the S. part of Lot 8 and
the N. 10' of Lot 7, Block 25, Kuhns
Subdivision of a part of La.fonds Addition
to Saint Paul, according to the plat on
file and of record in the office of the
Register of Deeds in and for the County
of Ramsey� State of Minnesota.
WHEREAS, pursuant to resolution, C. F. 261261, approved
Ma.y 1�, 1973, a public hearing was se:heduled for 10;00 a.m.
on May 31� 1973, before the Council of the City of Saint Paul,
said hearing pertaining to the condition of the structures
located at 630 N. Western, Saint Pav.1� Minnesota; and
WHEREAS, upon facts presented at said hearing consisting
of photographs, inspection reportS and the recomrnendation of
the Building Department, it is found and determirj.ed by the City
Council that according to the records and files in the office
of the Register of Deeds, the last record owners of the above
described property are Theresa Klauser and Delores Ginberling
and that there are no lien holders of record; and that it is
further determined that the above described buildings consti-
tute hazardous buildings within the definition of Minnesota
Statutes Section 463.15 for the following reasons:

a. The building is standing vacant, abandoned
and is subject to being entered by unauthorized persons;
i
b. The exterior condition of the building is as
follows: The foundation has large structural cracks
indicating settlement of the foundation. The ends of
the� first floor joist are water 5tained indicating
water leaking into the house. The front steps are
deteriorated and settling. Parts of the roof cornice
are missing. The front door frame has dry rot and is
falling apart. The chimney above the roof line has
loose bricks and eroded mortar joints;
c. The interior condition of the building is as
follows: The interior of the dwelling has been vandalized.
There are holes in the plaster. Paint is peeling from
the walls and ceilings. Floors are out of level and
uneven. Windows� are broken. The roof is sagging due
to overstress on the rafters. Plumbing fixtures have
been broken and removed. Wood floor registers are
broken;
d. The building ih the above condition is beyond
reasonable repair;
e. The building is unfit for human habitation in
its present condition and the above corrections must be
ma.de in compliance with the Building Code and the Housing
Code of the City of Saint Paul in order to make the same
habitable;
f. The building constitutes a nuisance and a hazard
to the public health, safety and welfare because of its
physical damage, dilapidation and inadequate ma:intenance;
g. There is a 24' x 20' frame. garage at the re�.r
of the lot wM.ich is also in a deteriorate�d condition.
Walls are bulging and leaning out of plumb. The siding
is deteriorated. Roofing material is hanging free and
the doors are hanging loose;
now, therefore, be it -
RESOLVED, that in accordance with Minnesota Statutes Section
463.15 through 463.26, and based upon the foregoing findings of the
City Council, the Council of the City of Saint Paul does hereby
make the following Order:

ORDER
1. The owners of the above described buildings sha.11 make
the same safe and not detrimental to the public peace� health,
safety and welfare by having the said buildings razed and the
materials therefrom removed from the premises within thirty (30)
days from the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of District Court of Ramsey
County� Minnesota within twenty (20) days from the date of the
service of this Order� a Motion for Summary Enforcement of this
Order to raze and remove the said buildings will be made to the
Ramsey County District Court;
3. In the event that the buildings are to be razed by the
City of Saint Paul pursua.nt to judgment of the District Court,
a11 personal property or fixtures which may unreasona.bly inter-
fere with the razin and removal of these buildings shall be
removed within ten �10) days from the entry of judgment; and if
not so removed, the City of Saint Paul shall remove and dispose
of such personal property and fixtures as provided by law; '
4. If the City of Sa.int Paul is compelled tv take any
corrective action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and collected as other taxes; and� be it
FURTHER RESOLVED, that a certified copy of this resolution
and incorporated Order herein be served upon the last record
owners of the above described property in the manner provided
by law. '

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby
submitting its report on the condition of the structure at the
location referred to above.
The owner of record is Theresa Klauser and Delores Ginberling.
The legal description of the property is S. part of Lot 8, and the
i�. 10 ' of Lot 7, Block 25 , Kuhn's Sub. of Lafonds Addition.
The building is a 12 story single family frame dwelling and a 24 ' x
20 ' frame garage.
The foundation has large structural cracks indicating settlement
of the foundation. The ends of the first floor joist are water
stained indicating water leaking into the house. The front steps
are deteriorated and settling. Parts of the roof cornice are
missing. The front door frame has dry rot and is falling apart.
The chimney above the roof line has loose bricks and eroded mortar
joints.
The interior of the dwelling has been vandalized. There are holes

The Housing and Redevelopment Authority does not plan to aequire
this property.
The subject property has been boarded up by the city since May
14, 1973.
Inasmuch as the physical and dilapidated conditions outlined above
constitute a public hazard and the owner has made no attempt to
satisfactorily repair the damage despite our warnings , and the
continued vacant and boarded up condition contributes a blighting
influence on the neighborhood, it is the recommendation of this
bureau that this matter be referred to the City Attorney' s office
for razing and removal through District Court proceedings.
