of Saint Paul and situated upon
those premises legally described
as Lot 29, Block l, Palace Addition
to St. Paul, according to the plat
on f ile and of record in the off ice
of the Register of Deeds in and for
the County of Ramsey, State of
Minnesota.
WHEREAS pursuant to resolution, C. F. 261502, approved
June 21, 197�3 a public hearin� was scheduled tor 10:00 a.m.
on July 5; 19�13, before the Council of the City of Saint Paul�
' said hearing pertaining to the condition of the structv.re
(garage) located at 747 Ashland Avenue, Saint Paul, Minnesota;
and
WHEREAS,_ up� fac�s presented at sa.ict hearing consisting
of photogra}�hs,---,�e���on--repflrts -arrd�t�re- -reco�e�cYation of
the Building D�pa�tment� it is found and determined by the City
Council tha.t according to the records and files in the office
of the Register of Deeds, the last record owners of the above
described property are Ralph G. Edwards and George and LuJean
Edwards and that there are no lien holders of record; and that
it is further determined that the above described building
constitutes a hazardous building within the definition of
Minnesota Statutes Section 463.15 for the following reasons:
a. The garage is standing vacant� abandoned
and is subject to being entered by ta.nauthorized persons;

b. The condition of the garage is as follows:
The building has been dama.ged severely by fire. The
east wall of the garage is charred and the roof
covering is burned. The entry doors have been destroyed;
c. The building in the above condition is beyond
reasonable repair;
d. The building constitu.tes a nuisance and a
hazard to the public health, safety and welfare because
of its physical damage, dilapidation and inadequate
ma.intenance;
now, therefore, be it
RESOLVED, that in accordance with Minnesota Statutes Sectio.n
463.15 through 463.26, and based upon the foregoing findings of
the City Council, the Council of the City of Saint Paul does
hereby make the following Order:
ORDER
1. The owners of the above described garage shall make
the same safe and not detrimental to the public peace, health,
safety and welfare by having the said garage razed and the
materials therefrom removed from the premises within thirty (30)
days from the date of the service of this Order;
2. Unless such corrective action is taken to comply with
this Order or an answer served upon the City of Saint Paul and
filed in the Office of the Clerk of District Court of Ra.msey
County, Minnesota within twenty (20) days from the date of the
service of this Order, a Motion for Summary Enforcement of this
Order to raze and remove the said garage will be made to the
Ramsey County District Court;
3. In the event that the building is to be razed by
the City of Saint Paul pursuant to judgment of the District
Court, all personal property or fixtures which ma.y unreasonably
interf�re with the razing and removal of this building shall be
removed within ten (10) days from the entry of judgment; and if
not so removed, the City of� Saint Paul shall remove and dispose
of such personal property and fixtures as provided by law;

4. If the City of Saint Paul is compelled to take
. any corrective action herein, al1 necessary costs expended
by the City will be assessed against the above described
real estate and collected as other taxes; and, be it
FURTHER RESOLVED, that a certified copy of this reso-
lution and incorporated Order herein be served upon the
last record owners of the above described proper ty in the
manner provided by law.

Members of the City Council
Honorable Council:
The Division of Housing and Building Code Enforcement is hereby sub-
mitting its report on the condition of the structure at the location
referred to above.
The owners of record are :
George and LuJean Edwards ,
Ra1ph G. Edwards.
The legal description of the property is:
Lot 29, Block 1, Palace Addition.
The buildi.ng is a frame garage.
This frame garage has been damaged severely by fire. The east wall of
the garage is charred and the roof covering is burned. The entry doors
have been destroyed.
Inasmuch as the inadequate maintenance, physical damage and dilapidated
-_._conditions outlined above constitute a public hazard and the owner has
made no attempt to satisfactorily repair the damage despite our warnings,
and the continued vacant and boarded up condition contributes a blighting
influence on the neighborhood, it is the recommendation of this bureau
that this matter be referred to the City Attorney's office for razing
and removal through District Court proceedings.
