Marshall City Clerk Room 386 City Hall Dear Sir: This is written in response to the application of Virgil Doerfler for a permit to install a 37-car parking lot on property located on the north side of Wilson between Van Dyke and Hazel, and further described as follows: All of Lot 6 (except the W. 125' thereof), and all of Lot 7, (except the W. 125' of the S. 60' and the W. 150' of the N. 60' thereof), Block 3, Hudson Garden Section. This matter was first heard at the March 1, 1973, Board of Zoning public hearing at which time it was noted that the area of the lot was slightly short of that required for 22 units and therefore the applicant had requested a lay over so he could arrange to transfer adjacent property owned by him to this site. The Board heard from a nearby resident who expressed concern over the drainage of the site. The Board acted to recommend denial by a vote of 3 to 1. Subsequently, the application was withdrawn and resubmitted. It was heard again at the May 3, 1973, public hearing at which time the staff said that the site plan dimensions and the legal description have been changed to transfer to this site a portion of adjoining property which has more area than necessary for its development. An adjoining property owner complained of litter on the site. The Board heard a motion to recomcnend approval since the plan meets design standards. HISTORY: This property was rezoned from "A" Residence to "C-1" Residence on September 19, 1970. B. AREA ZONING: The general area west and north of this site is zoned "A" Residential. The area east of this site is also zoned "C-1" Residential and developed with new apartment buildings . The block south of the subject block has a Conanercial district, a "C" Residence district and two "A" Residence districts. C. DESIGN STANDARDS: The plan meets parking standards and has the approval of the Traffic Engineer, the Sewer Design office and the Fire Department. D, rRONTAGE AND AREA: The site has a frontage of 172.81 feet along Wilson Avenue �nd a depth of from 74.' feet to 134.7 feet for an area of about 39,059 sq. ft. E. S�mi CC:�TDITIONS: The site is newly filled at its sauth end to about the grade of Van Dyke Street. The north end has its original surface which is about at street grade. There remains a slight depression in the center. The site is void of trees . F. AREA CONDITIONS : Wilson Avenue from Van Dyke eastward a distance of about 200 feet is unbuilt but is being filled to approximate its established grade. Van Dyke has recently been improved in this area. Apartments exist east of the subject site while the general area west of Van Dyke is developed with single family homes. A steep slope in the block west of the site has caused several lots there to remain vacant. A parcel adjacent to the west of the subject site is vacant and marshy. A larger parcel across Wilson Avenue is vacant but filled and has a special use permit pending for it. 9.
