Presented By Referred To Committee: Date Out of Committee By Date In the Matter of hazardous buildings being that two and one-half story frame duplex and a one-car frame garage known and described as 578-80 Dayton Avenue in the City of Saint Paul and situated upon those premises legally described as Lot 4, Block 3, Woodlawn Park addition to Saint Paul, Minnesota, according to the plat on file and of record in the office of the Register of Deeds in and for the County of Ramsey, State of Minnesota. WHEREAS, Pursuant to resolution, C. F. No. 261367, approved May 31, 1973, a public hearing was duly held on June 14, 1973 , before the Council of the City of Saint Paul , said hearing pertain- ing to the condition of the structures located at 578-580 Dayton Avenue, Saint Paul, Minnesota; and WHEREAS, Upon the facts presented at the said hearing con- sisting of photographs, inspection reports and the recommendations of the Building Department, it is found and determined by the City Council that accordin� �.o the records and files in the office of the Register of Deeds, the last record owner of the above-described property is Michael Tschernavsky; and that there are no other lien holders of record; and that it is further determined that the above-described building and garage constitute hazardous buildings within the definition of Minnesota Statutes Section 463. 15 for , the following reasons : a. The exterior condition of the building is as follows : the exterior walls are covered with asbestos siding which is broken and has large areas which have been removed; parts of the roof are open allowing rain to enter inside the building; the exterior frame stairway to second floor apartment is in a deteriorated condition and in a state of collapse; the foundation has eroded mortar joints ; c. The interior condition of the building is as follows : the interior stairway to second floor has been completely busted up by vandals; the fireplace mantle has been removed as well as all: radiators ; floors are ' warped; paint is peeling off the walls ; plaster is loose and falling; all window glass is broken; plumbing has been vandalized; d. The building in the above condition is beyond reasonable repair; e, The building is unfit for human habitation in its present condition and the above corrections must be made in compliance with the Building Code and the Housing Code of the City of Saint Paul in order to make the same �`' � ` habitable; f. The owner of record is the Estate of Michael Tschernavsky. The legal description of the property is Lot 4, Block 3, Wood- lawn Park. The buildings are a 22-story frame duplex and a one-car frame garage . The exterior walls are covered with asbestos siding which is broken and has large areas which have been removed. Parts of the roof are open allowing rain to enter inside the building. TYie exterior frame stairway to second floor apartment is in a deterior- ated condition and in a state of collapse. The foundation has eroded mortar joints. The interior of the building has been vandalized. The interior stairway to second floor has been completely busted up by vandals. The fireplace mantle has been removed as well as all radiators. Floors are warped. Paint is peeling off the walls. Plaster is loose and falling. Al1 window glass is broken. Plumbing has been vandalized. There is a one-car garage at the rear of the lot which is of frame construction and covered with sheetmetal. The metal is bent, dented and full of rust. The Housing and Redevelopment Authority does not intend to acquire this property. The subject property has been boarded up by the owner since August 20 , 1972. J � ' „ - . , � June 12 , 19 7 3 ~ Re: 578-80 Dayton Inasmuch as the physical damage and dilapidated conditions outlined above constitute a public hazard and the owner has made no attempt to satisfactorily repair the damage despite our warnings, and the continued vacant and boarded up condition contributes a blighting influence on the neighborhood, it is the recommendation of this bureau that this matter be referred to the City Attorney' s office for razing and removal through District Court proceedings.
