Dear Sir:
This is written in response to the application of Protestant Home of
St. Paul, Inc. for a permit for a hame for the elderly in a "C" Residen-
tial district and to install and operate a 23-car parking lot on property
located on the north side of East 7th between Maple and Hope. This
property is further described by the legal description on file.
This matter was heard at the March 15, 1973, Board of Zoning public
hearing at which time the Board discussed whether a setback should exist
for the Dellwood Place frontage. It was stated that since the lot is
platted through the entire block, no setback would be necessary. The
Board moved to recommend approval of the permit. The motion was
seconded and carried by a vote of 4 to 0.

The purpose of this letter is to request a special
use permit for the construction of an addition to the rear
of applicantFs existing resident home for the aged. In
support of this reques t, the following information is fur-
nished:

(3} The property consists of the southwesterly
one�half �approximately) of the irregularly shaped block
bounded by East Seventh Street, Maple Street, Greenbrier
Avenue, Dellwood Place, Margaret Street and Hope Street;
it abuts on all o� the streets mentioned with the exception
of Margaret and Hope Streets. The southeasterly portion
pf the propertX, including the location of the existing
building, is zoned commercial. The proposed addition is
to be constructed on the northwesterly portion of the
property, abutting upon Dellwood Place; this is zoned
residential C-�l. An apartment building is the only im-
�rovement in the triangular block across Dellwood Place
to the northwest; this structure faces on Greenbrier Avenue.
The northeasterly partion of the block in which the subject
property is located is improved by free standing residences .
(4� The Qnly improvement upon the subject property
at the present times �s a three-story (plus basement) struc-
ture occupying the center portion of the property, along a
southwest - northeast axis . This structure is operated by
the appl�.cant as a resident home for the aged, including
off--street parking. A small portion of the tract (the
easterly 50 feet of the westerly 291 feet of Block 8 , except
the southerly 136 feet thereof) which was recently acquired
for the purpose of the further development of the property
is vacant, the dwelling previously located thereon having
been razed.
(5� The proposed use of the property is an enlarge-
ment of the present use, by construction of an addition to
the existing facility, in the form of a three-story plus

A. HISTORY: There is no zoning history for this site.
B, AREA ZONING: East 7th Street frontage is zoned Cotrnnercial including the
7th Street half of this parcel. The Dellwood Place half of this parcel is
zoned "C" Residential as are parcels northward along Greenbrier. The rest
of the general area south of the railroad property is "B" Residential except
for an "A" Residential lot on the northwest corner of Greenbrier Street and
Maury Street.
C. FRONTAGE AND AREA: The site has a frontage of 291 feet along East 7th Street
,3nd 243.25 feet along Maple Street for an area of about 70,785 sq, ft.
D, SITE CONDITIONS : The site is developed with a large, masonry building in the
ce*�ter of the lot. Its foutidation is about 10 feet above street grade. The
sice slopes abruptly near the street lines. The expansion area is toward
r��.lwood Place and contains a garage, a parking area and a lawn with a number

are large, victorian houses in good condition along the surrounding streets.
