Dear Sir:
This is written in response to the appeal of Amherst H. Wilder Founda-
tion to relax the off-street parking requirements on property located on the
south side of Pierce Butler between Victoria and Milton. This property is
further described by the legal description on file.
This matter was heard at the January 18, 1973, Board of Zoning public
hearing at which time the appellant requested a suspension of the rules
concerning notification to enable the matter to be heard at that meeting.
The Board acted to suspend rules and hear the matter.
The staff read the letter of appeal and noted that the parking
variance request is only for the dwelling units assigned for the elderly
and parking for those would be at a ratio of 1/3 stall to one unit. The
staff suggested that the resolution granting a parking variance should state
there would be at least 60 dwelling units reserved for the elderly and that
if these units revert to being living units for other than the elderly, then
parking will be provided at a ratio of l-1/2 to one.
The Chairman of the Thomas-Dale Development Council expressed his
organization's support for the variance.
After discussing the matter with the appellant, the Board heard a
motion to recommend approval subject to the conditions suggested by the
staff. The motion was seconded by Mr. Maietta and carried by a vote of
4 to 0.

Dear Members of the City Council:
We axe in the process of prepaxing plans for the development of moderate-income
housing under the Section 236 program. A portion of this housing to be located
near the intersection of Pierce Butler Route and Milton Street will be ori�nted
to the elderly. Because we anticipate elderly occupancy and because we know that
such occupancy will create less demand for parking spaces, we request that
the off-street parking requirements contained in Section 60.23, Paragraph T,
of the Legislative Zoning Code be relaxed to permit us to provide less than
the 1-1/2 parking spaces per unit.
We ask that vou brin� this matter to the attention of the City Council on
Januarv 16, 973 so that our reauest mi�ht be forwarded to the Citv Plannin�
Department for consideration at the Zonin� Board meetin� scheduled for
Januarv 1l3, 1973.

to the elderly. We ask that the parking requirements related to
these units for the elderly be established on the basis of one
parking space for every three units as has been done in connection
with elderly housing constructed by the HRA. Parking for the
remainder of the units in this building would, of course, be
provided on the basis of 1-1/2 parking spaces per dwelling unit.

� Dear Madame President and Council Members:
The Advisory Committee from the Thomas-Dale community which
has been working on the Wilder Project for the past two
years supports the application of the Amherst H. Wilder
Foundation to relax off-street parking requirements for the
proposed hi=rise site referred to by
our Committee as the Molin site. This property is further
described as : the southeast � of the southeast � of the
southeast �a of Section 26, Township 29 , Range 23; or, that
property located on the south side of Pierce Butler Route,
between Victoria and Milton Streets .

The Housing and Redevelopment Authority is able to provide
documentation showing that the rYormal parking requirements
of 1� spaces per unit would not be necessary for a hi-rise
building for the elderly such as that proposed for the Molin
site. We therefore feel that the application of the sponsor
to relax off-street parking is justifiedv .
