Dear Sir:
This is written in response to the application of Gillette Company for
a permit to install a 31-car parking lot on property located on the
northeast corner of 5th and Pine, and further described as follows:
Lot 5 and the westerly 30 feet of Lot 6, Block 43, Kittson's
Addition to St. Paul.
This matter was first heard at the March 15, 1973, Board of Zoning public
hearing at which time the staff said the Traffic Engineer disapproved
of the submitted plan because it used Pine Street for maneuvering. The
staff showed a plan which would correct that situation but provide six
fewer stalls. After some discussion, a motion was made to approve the
staff's version but this motion was withdrawn when the applicant requested
a lay-over. A motion to lay over the matter for two weeks was heard,
seconded and carried.
This matter was next heard at the April 5, 1973, Board of Zoning public
hearing at which time the staff said the applicant and the Traffic
Engineer had come to an agreement reflected by plans dated received
March 21, 1973.
The Board heard a motion to reconanend approval. The motion was seconded
and carried by a vote of 4 to 0.

A. HISTORY: There is no zoning history for this specific site. Permits have
been granted for parking lots which now surround the subject site.
B. AREA ZONING: The area from 100 feet east of Broadway and eastward is zoned
Heavy Industrial. West of this district is Light Industrial zoning.
C. DESIGN STANDARDS: The original plan showed one curb cut off 5th Street with
one row of stalls using Pine Street for maneuvering. The Traffic Engineer
originally disapproved of the use of the street for maneuvering but will
allow the arrangement as originally requested except that the two stalls
nearest Sth Street be eliminated.
D. FRONTAGE AND AREA: The site has a frontage of 80 feet along Fifth Street
and 100 feet along Pine Street for an area of 8,000 sq. ft.
E. SITE CONDITIONS: The site is a depression representing the basement of a
building formerly on the site.
F. AREA CONDITIONS: Interstate 94 adjoins the site to the north. East and
west are parking lots for the Gillette Company which has its main building
south across Fifth Street.
