The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City officers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

tn accordance with Administrative Order �-153, dat�d Septerrber 7, 1972, the
Department of Public �Jorks was directed to investigate the n�cessity of
building relief sewers in the vicinity oT Hoyt Avenue and Flandrau Street.
Based on tfiis investigation we are making tha following report an relief
sewers needed to relieve undercapacity sewers in this area.

�t�e existing szwer system lies in a drainage ar�a bound�d approximately
by Ivy Ave. , Germain St. , Larp°nteur Ave. , and tidintnrop St. �fhe
majority of this system was constructed in 1925 or earli°r, and ,
a�aroximatQly 50� is undercapacity according to curr?nt design stand�rds.
tn this araa there have been 9d formal sea�er backup ccnplaints reportzd
to tt�e Public 4Jorks Dapartment in th� last eight years. Furthermore
a suit against the City regarding Claims for Damag°s reportly sustained
by residents in this area on August 21 , 1972, as a result of se�aer
backups into basements and improper runofr of surfac° �•�ater was filed
on Sep�ember 14, 1972• _
5. PRUPOSED CONSTRUCTIOPJ
Fart l� Gf the proposed construction will substantially alleviate the
present backup problems associated with the undercapacity of thz existing
system, and will be under contract in 1973•
ThP outle� for this proposed Part A shall be a� temporary po�iding area to
be built in coordination with the Parks Departnent Open Sp�ce Prograrn
and will be located in th�iazelwoodn5t�randnKennard St�;k�nown�asdQ�j by
Ivy Ave. , Maryland Ave. ,
Prosperity Park. The storm water witl be stored in this small pond for
l�ss tnan 24 hours and will be released at a slow rats into the Eeltline
Sewer locat�d in Maryland Ave. The pond itself will be of a ter�porary
nature and will revert back to solely a park facility once a storm water
outfall can be built from the river to this ar�a.
Part B ofi the proposed construction will substantially alleviate undsr-
capacity sewers east of and south of Part A and a�so further separ�t�
ti►s area drained by Part A.
The capacity of this ponding area is not iarge enough for bo�n Part A
and Part B of the proposed construction and the si�e of this pro_ject
is such that we cannot prepare construction plans and specificatia�s
for both Part A and Part B in time for award of a cantract in 1973-

It has bzen tnarefore determined t'�at Part a of the proposed construction
shall be scheduled for 1y74 with connection to the e:cisting sewer system
and eventual s�paration from this syste� at a later date. The completion
of this *otal proj�ct (Part A � Part Q) shall satis`actorily solve those
problems associat�d ��it�� storr� ��ater runofT in the und�rcapacity existing
seti•,er system.

The attached Administrative Order will direct th° �inance Departm�ent to +,
conduct a public hearing �n this project and ti•�ill Turtner direct the ',
Vatuatio�s Departrent to acquire the necessary inter�sts in the property
surrounding the temporary ponding area to provide grading af this
property. Th� Departr^ent of Publ ic �Jorks recomr�ends approval of this ;
ord�r. It is �urther requested that your ofrice assist the b'aluations ,
Qepartre^t and the AttornYys Office in tiie negotiations for acquiring
th� lar,d for Prosp�rity Park. It_ appears that much delay c�uld b�
enccuntered in acquirin� this land th�re�y delaying construc:ion of
relief sewers for this area. '
