The Council of the City of Saint Paul has conducted a public hearing upon the above improvement, due notice
thereof having been given as prescribed by the City Charter; and
WHEREAS, The Council has heard all persons, objections and recommendations pertaining to said proposed improve-
ment and has fully considered the same; now, therefore, be it
RESOLVED, That the Council of the City of Saint Paul does hereby order that the above-described improvement
be made, and the proper City officers are hereby directed and authorized to proceed with the improvement; and be it
FURTHER RESOLVED, That upon the completion of said improvement, the proper City of�cers shall calculate
all expenses incurred therein and shall report the same to the City Council in accordance with Chapter 14 of the City Charter.

Herewith is the preliminary estimate of cost for the construction of a
public storm sewer to be known as the Flandrau-Hoyt Relief Sewe� System
(5-1489 A � B) and as described under Administrative Order No. �-544
dated April 6, 1973•

A public hearing before the City Council on this matter is requested and
also that the easements as described on the order be obtained.
We also request that the following information be inctuded in the letters
to property owners.
PROPOSED CONSTRUCTION
Part A of the proposed construction witl substantially alleviate the
present backup problems associated with the undercapacity of the existing
system, and will be under contract in 1973•

The outlet for this proposed Part A shall be a temporary ponding area to ;
be built in coordination with the Parks Department Open Space Program �
and will be located in the northern portion of the block surrounded by �
Ivy Ave. , Maryland Ave. , Hazelwood St. and Kennard St. ; known as
Prosperity Park. The storm water will be stored in this small pond for
less than 24 hours and will be released at a slow rate into the Beltline
Sewer located in Maryland Ave. The pond itself will be of a temporary ;
nature and will revert back to solely a park facility once a storm water
outfall can be built from the river to this area.
Part B of the proposed construction will alleviate undercapacity sewers
east of and south of Part A and also further separate the area drained �
by Part A.
The capacity of this ponding area is not large enough for both Part A
and Part B of the proposed construction and the size of this project
is such that we cannot prepare construction plans and specifications
for both Part A and Part B in time for award of a contract in 1973•
lt has been, therefore, determined that Part Q of the proposed construction
shall be scheduted for 1974 with connection to the existing sewer system
at a point downstream where the syste�n has capacity. The completion of
this total project (Part A � Part B) shall satisfactorily solve those
probtems associated with storm water runoff in the undercapacity existing
sewer system.
