WHEREAS, the Division of Housing and Building Code
Enforcement has requested the City Council to hold a public
hearing to consider the advisability and necessity of the
correction or wrecking and removal of the following described
building(s) , said structure (s) having been reported to constitute
a public hazard:

THEREFORE, BE IT RESOLVED, that a public hearing be
held by and before the Council of the City of Saint Paul in
the Council Chamber of the Court House in said city at 10:00 a.m.
on July 5, 1973 to consider the advisability and necessity of ordering the
correction or wrecking and removal of said structure (s) on the
above described property inasmuch as said structure (s) are
reported to constitute a hazard to public health, safety and
welfare; be it
FURTHER RESOLVED, that the Division of Housing and
Building Code Enforcement, on behalf of the City Council,
notify by mail the record owners of the property in question
at the last known address , as well as other interested persons
of record, of the date and time of the hearin .

1.0i—Dangerous Structures—Condemnations �
1. Report of City Architect.
a. If the whole or part of any building or structure (including
amc�ti�,r others a fence, billboard or sign) or the equipment for the
o�><�ration of said building or structure (including among others the �
h��ati�ig plant, plumbing, electric wiring, moving stairways, elevators
arici fire eltinguishing apparatus) shall, in the opinion of the City

b. The notification of the unsafe condition shall be in writing,

;i��n shall contain the findings relative to the condition of the build- � ,_w
ir�,. �tructure or operating equipment and also the recommendation
ot the Cit�- Architect as to whether the building, structure, part
th��reof or operating equipment should be repaired, remodeled or ' � - -

''. Notice of Public Hearing.
Upoii receipt of the notice of the unsafe condition, the Council
�l�;ill 1��- re�olution set a date for a public hearing to discuss the facts
an�i r�ronunendltion of the City Architect. Said public hearing shall •
1��� .ct n��t less than twenty (20) days after the adoption of such reso- � �
lt�ii�,il. �ot less than ten (10) days prior to the time of said hearing,
the ('ommissioner shall mail to the last known record owner of said '
I�rc���erty at his last known address, or to the agent or to the occupant �-�» .
of' said property, a notice stating the time, place and the nature or
purpc�se of said hearin�. The Commissioner shall also cause a notice
oi' s<iid hearin�,r to be given by one publication in the of�'icial newspaper
of the City of Saint Paul, said notice to be published not leas than '
five (5) days prior to the date of said hearing. ,
3. Public Hearing. \
At the time and place set for said public hearing, the Council
�hall hear any and all persons interested in the property or the con-
demnation of the building, structure or part thereof, including the
o��erating equipment of said building or structure. At said hearing, �
the Council shall hear all testimony relative to the condition of said
btiilding, structure or part thereof and shall determine, after hearing
all of said testimony, whether said building, structure or part thereof
is unsafe and dangerous to life, limb or adjoining property.
4. Decision of Council.
a. The decision of the Council shall be rendered in a resolution �
passed by a majority vot� of said Council, and shall state whether the
building or structure (including among others a fence, billboard or
si�n) or the equipment for the operation of said building or structure
(including among others the heating plant, plumbing, electric wiring,
