WHEREAS, The Division of Housing and Building Code
Enforcement has requested the City Council to hold a public
hearing to consider the advisability and necessity of the correction
or wrecking and removal of the following described building (s) ,
said structure (s) having been reported to constitute a public
hazard:

THEREFORE, BE IT RESOLVED, that a public hearing be held by and �
before the Council of the City of Saint Paul in the Council Chamber
of the Court House in said city at 10: Q0 a.m. on July 5, 1973 to
consider the advisability and necessity of ordering the correction
or wrecking and removal of said structure (s) on the above described '
property inasmuch as said structure (s) are reported to constitute a
hazard to public health, safety and welfare; be it
FURTHER RESOLVED, That the Division of Housing and Building Code
Enforcement, on behalf of the City Council, notify by mail the
record owners of the property in question at the last known address,
as well as other interested persons of record, of the date and time
of the hearing.

1.Oi—Dangerous Structures—Condemnations
1. Report of Cit�- Architect.
a. If the «•hole or part of am� building or structure (including
among others a fence, billboard or sign) or the equipment for the
operation of said building or structure (including among others the �
heating plant, plumbing, electric wiring, moving stair�vays, elevators �
and fire extinguishing apparatus) shall, in the opinion of the City
Architect, be found to be in an unsafe condition—dangerous to ]ife, - � ' -- ____.....____.

Commissioner, shall refer the matter to the Council of the City of

b. The notification of the unsafe condition shall be in writing,
setting forth the location by lot, block and addition, and the street •
address, if any, at which said unsafe condition exists. Said notifica- � - '
tion shall contain the findings relative to the condition of the build- ' `��'���`': .
ing, structure or operating equipment and also the recommendation .
of the City Architect as to whether the building, structure, part
thereof or operating equipment should be repaired, remodeled or '
taken down and removed. ' � �

2. Notice of Public Hearing.
Upon receipt of the notice of the unsafe condition, the Council '
� shall by resolution set a date for a public hearing to discuss the facts '

be set not less than twenty (20) days after the adoption of such reso-

ie ommissioner shall mail to the last known record owner of said
propert� at his last kno�vn address, or to the agent or to the occupant ` - .
of said propert3�, a notice stating the time, place and the nature or .
purpose of said hearing. The Commissioner shall also cause a notice
of said hearing to be given by one publication in the ofi'icial newspaper
of the City of Saint Paul, said notice to be published not less than ' ' � �
five (5) days prior to the date of said hearing. ' �.
3. Public Hearing. ,
At the time and place set for said public hearing, the Council � ,� ,
shall hear any and all persons interested in the property or the con-
demnation of the building, structure or part thereof, including the �:' ;
operating equipment of said building or structure. At said hearing, • ,
the Council shall hear all testimony relative to the condition of said - '
building, structure or part thereof and shall determine, after hearing
all of said testimony, whether said building, structure or part thereof ' �
is unsafe and dangerous to life, limb or adjoining property.
4. Decision of Council.
a. The decision of the Council shall be rendered in a resolution
passed by a majority vot� of said Council, and shall state whether the ' ' '

sign) or the equipment for the operation of said building or structure
