Personal Resume - Thomas John Kelley Page 2 � Professional Experience (continued) � As Ramsey County's first administrator I have been responsible to the Board of County Commissioners and the citizens of the county for directing the reorganization of Ramsey County government. The 1971 Legislature passed the enabling legislation which has given to Ramsey County a greater degree of self-determination than any other county in Minnesota. I participated in: 1. Initiating the study of our county goverrnnent, the drafting of proposals for the new role of our county government. 2. The writing of and lobbying for the special enabling legislation. 3. The establishment of and the administration of the new county government. Coincidental with the reorganization of the structure of the county government, we launched a comprehensive parks and open space program; established a County Nursing Service which coordinated the services provided by a private nursing service and the county nurses, anlconsolidated the functions of the Assessor, Auditor, and Treasurer into a Department of Property ` Taxation. Programs initiated in Ramsey County within the past two years are: a health maintenance organization for county employees; an internal career training program for employees offering such courses as Survey of Management Topics, Work Simplification, Management Cammunications, Fixst Level Supervision, Communications for Secretaries and Motivational Management; a very active student intern program in which undergraduate and graduate students are working for the county on projects which contribute to their educational experience. The colleges and universities of the State have worked closely with us in utilizing our intern program as part of the requirement for graduate degrees � in public administration and urban affairs. In relation to the intern program I am a member of the community faculty of the Minnesota Metropolitan State College in St. Paul, and a member of the Advisory Conanittee for the Department of Urban Affairs of Mankato State College, Mankato, Minnesota.
