02-211� � � � ! � ! �t � 41 � ( t � b.= 1�: ia` E I �I f"'i L_. crrir G � v G` Council File # '� O�t� RESOLUTION Presented By Referred to Committee: Date WHEREAS, the State of Minnesota Department of Natural Resources through its Outdoor Recreation Grant Program has made funding available to assist local governments in acquiring pazkland and developing or redeveloping outdoor recreation facilities; and 9 10 11 12 13 WHEREAS, the City of Saint Paul is an eligible applicant and desires to submit an application to the Department ofNatural Resources on Mazch 31, 2001, in the amount of�5$;666 #�Yo,DOo for the Homecroft Recreation Center Play Area and Site Development project; and WHEREAS, Independent School District $625 owns the properry on which Homecroft Recreation Center is located; and WHEREAS, a Lease and Joint Use Operating Agreement between Independent School District $625 and the City if Saint Paul allows the City to renovate or replace the recreational facilities on site; and WHEREAS, the construction of a new play area and related site work including safety surfacing, site furnishings and landscaping is needed at this site; and 14 WHEREAS, the City of Saint Paul has the legal authority to apply for fmancial 15 assistance, and the institutional, managerial, and fmancial capability to ensure adequate 16 construction, operafion, maintenance and replacement of the proposed project for its design life; 17 and 18 WHEREAS, the City of Saint Paul has not incurred any costs or entered into any written 19 agreements to purchase property related to the above-referenced project; and 20 WIIEREAS, the City of Saint Paul has not violated any Federal, State or Loca1 laws 21 pertaining to fraud, bribery, graft, kickbacks, collusion, conflict of interest or other unlawful or 22 corrupt practice; and 23 WHEREAS, upon approval of its application by the State, the City of Saint Paul may 24 enter into an agreement with the State of Minnesota for the above-referenced project, and the Green Sheet # _110099 OF SAINT PAUL, MINNESOTA ar . 6�. - � 1� 25 City of Saint Paul certifies that it will comply with all applicable laws and regulations stated in 26 the contract agreement and described in the Compliance section of the Outdoor Recreation Grant 27 Program application; now, therefore, 28 BE IT RESOLVED, that the City of Saint Paul act as legal sponsor for the Homecroft 29 Recreation Center Play Area and Site Work project contained in the Outdoor Recreation Grant 30 Program application to be submitted on Mazch 31, 2001 and that the Mayor and proper City 31 officials are hereby authorized to apply to the Department of Natural Resources for funding of 32 this project in the amount of-$38;8A6-on behalf of the City of Saint Paul; and �[90, o00 33 BE IT FURTHER RESOLVED, that the Mayor and proper officials of the City of Saint 34 Paul are hereby authorized to execute such agreements as aze necessary to implement the project 35 on behalf of the City. �. � �. The incorrect amount of $58,000 is listed twice, in the second "whereas" and in the first "be it resolved." Is it possible to substitute the correct amount, $190,000, for the incorrect $58,000? If so, are you or Nancy Anderson able to take care of this, or is there anything I should do to help this process along, such as bring you a copy of the resolurion with the correct amounts listed in it?
