WHEREAS, the Minnesota Department ofNatural Resources (DNR) through its National
Recreation Trail Program has made funding available to assist local units of government for
purposes which include the development/rehabilitarion of trailside and trailhead facilities and
recreational irail linkages; and
WHEREAS, the City of Saint Pau1 is an eligible applicant and desires to submit an
application to the DNR National Recreation Trail Program in the amount of $100,000 for the
Lowertown Connector to Bruce Vento Regional Trail project; and
WfIEREAS, the Division of Pazks and Recreation has submitted the following project

pre-application to the DNR for the referenced grant program, to-wit:
National Recreation Trail Pro�
Lowertown Connectar to Bruce Vento Regional Trail - This project is an
approximately 3,500 foot long pedestrian and bicycle trail connection beginning
at the end of the Bruce Vento Regional Trail located at the intersection of Fourth
Street and Commercial Street and continuing west into Downtown Saint Paul to
the intersection of Prince Street and Broadway in the Lowertown neighborhood; and
WHEREAS, there is a need for a pedestrian/bicycle trail link from the Lowertown
neighborhood to the Bruce Vento Regional Trail to allow safe and convenient commuting from
the North and East sides of Saint Paul and suburbs beyond directly into Downtown Saint Paul via
the Willard Munger, Gateway and Bruce Vento Regional Trail systems; and
WHEREAS, tlte City of Saint Pau1 owns the property on which the Lowertown
Connector to Bruce Vento Regional Trail project will be conshucted; now, therefore;
24 BE IT RESOLVED, that the City of Saint Paul act as legal sponsor for the Lowertown
25 Connector to Bruce Vento Regional Trail project contained in the National Recreation Trail
26 Program applicafion, and that the Mayor and proper City officials are hereby authorized to apply
27 to the Department of Natural Resources for funding of this project in the amount of $100,000 on
28 behalf of the City of Saint Paul; and
