261374 WHI7� CITV CLERK COII11C11 ��i���� �PIN�- �INANsE GITY OF SAINT PAUL 4'NA EPARTMENT L�E -�..?AYOR File NO. � ^" Y Council Resolution . � Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, the Ramsey Action Program has consistently served the poor and disadvantaged within Ramsey County and the City of Saint Paul and has effectively brought together citizens of different backgrounds and economic status; and WHEREAS, the organization has directed and administered such programs as Head Start, Emergency Food, Manpower, Health Clinics, Senior Citizens and Housing Assistance programs and has been successful in organizing citizens in their concerns for better and more effective government; and WHEREAS, the organization has successfully proven the value of various innovative social programs such as moti- vational and tutorial programs and the Oneida Community College, and neighborhood health communities; now, therefore, be it ' RESOLVED, by the Council of the City of Saint Paul: 1. That the City Council hereby declares its support for the Ramsey Action Program and requests and urges continuation of federal funding therefor. 2. That the Council urges and requests the House Appropria- tions Subcommittee on Labor, Health, Education and Welfare to support and pass such legislation as is necessary to fund the program on a continuing basis. As you may know, I have been deeply concerned about the efforts of the Nixon Administration to close the Office of Economic Opportunity, transfer economic opportunity programs to other federal agencies , and halt the fundinq of Community Action Programs. I am encouraged by recent court decisions that the law must be upheld and that the Administrative dismantlinq of OEO programs should be terminated. The Congress has passed continuing appropriations for these programs . and additional legislative action will be forthcoming with respect to future funding.
