That the City Council hereby declares its support for the Ramsey Action Program and requests and urges continuation of federal funding therefor. 2. That the Council urges and requests the House Appropria- tions Subcommittee on Labor, Health, Education and Welfare to support and pass such legislation as is necessary to fund the program on a continuing basis. As you may know, I have been deeply concerned about the efforts of the Nixon Administration to close the Office of Economic Opportunity, transfer economic opportunity programs to other federal agencies , and halt the fundinq of Community Action Programs. I am encouraged by recent court decisions that the law must be upheld and that the Administrative dismantlinq of OEO programs should be terminated. The Congress has passed continuing appropriations for these programs . and additional legislative action will be forthcoming with respect to future funding.
