of a collective bargaining agreement
between the City of Saint Paul and
the Professional Employees Association

WHEREAS, ,�he Council, pursuant to the provisions of Section
12.09 of tlie Saint Paul City Charter and Public Employment, La.bor
Relations Act of 1971, recognizes the Professional Employees
Association as the exclusive representative for the purpose of
meeting and negotiating the tercjns and conditions of emploXm.ent for
all full-time professional personnel as set forth in an agreement
between the City and the Association; and
WHEREAS, .t�e City, through designated representatives- and the
Association have met in good faith and negotiated the terms and
conditions` of "employment for such per'sonnel as are set forth in the
agreement between the City and the.-Association; now, therefore

THE COUNCIL OF THE CITY OF SAINT PAUL DOES ORDAIN:

Section 1. That the agreement dated as of the effective date
of this ordinance between the City of Saint Paul and the Profess�,en.al
Employees Association on file in the office o� the City Clerk i� '
hereby approved and the authorized administrative officials of �he
" City are hereby authorized and directed to execute said agreement
on behalf of the City of Saint Paul.

Section 2. That the compensation increase contained in Section
2 of said agreement shall take force and effect retroactively to the
sixth da of Janua.r 1973 in accordance with the e ressed intent

: Section 3. That all other terms and conditions of said
agreement shall take force and effect on the date of its
execution by the City and the Association.

Section 4. That any other ordinance, rule or regulation
in force when said agreement takes effect inconsistent with any
provision of the terms and conditions of said agreement is hereby
repealed. .
Section S. That this ordinance shall take effect and be
in force thirty (30) days after its passage, approval and
publication.

AGREEN�NT '
WHEREAS, the designated regresentative of the City of
Saint Paul and the Professional Employees' Association, as
the exclusive representative of certain professional
enployees, have met and negotiated in good faith in accordance
with the Public Employment Labor Relations Act of 1971 and
the requirements of Minnesota Statutes 179.61, Subd. 2; and
WHEREAS, as a result of those negotiations, the desig�
nated representative of the City ar_d tne exclusive repre-
sentative of certain classes of positions of professional
employees have reached agreement with respect to the terms
and conditions of employment for employees in classes of
positions designated as "Professional" by Ordinance 3250,
Section 6, for the p�riad January 6, 1973 to January S, 1974;
NOW, THEREFORE, the parties hereto agree as follows:
l. Upon execution of this agreement, representatives
of the City and the Professional Ezaployees' Association
shall meet and attempt to clarify the bargaining unit
certified on May S, 1971 (Case No. 71-PR-1468) concerning
the exclusion of certain classes of positions as supervisory
or confidential employees.

2. The compensation of a11 classes of positions '
designated as "Professional" by Ordinance 3250, Section � "
6, shall be increased by 5.0% established by ordinance
to be effective January 6, 1973.
3. The City will, for the period of this agreement,
provide for employees of the bargaining unit who elect to
take early retirement after the time of the execution of
this agreement and until such employees reach sixty-five
(65) years of age, such health insurance benefits as are
provided by the City for such employees at the time of the
execution of this agreement provided such employees are
drawing a P.E.R.A. early retirement pension or other pension
authorized by law.
4. The City and the Association will review and
evaluate the relationsYi.ip between classes of positions
within the bargainin.g uni� and• make a salary comparison
of tl�ese classes of positions to similar positions in
government and private industry.
5. The Professional Employees' Association shall have
the right to appoint two officers who shall be conside�ed
"shop stewards" as established by Ordinance 3250, Section ��'U.
Such officers shall be subject to the conditions of Ordinance
3250 and shall have the right to negotiate "the terms and
conditions of employment" with representatives of the City

6. The City, through the Civil Service office, will
give written notice to the "Director, Civil Service and
Personnel Commi.ttee" of subject matters affecting classes
of positions within the bargaining unit which are scheduled
for consideratior�. at Civil Service Commission meetings.
7. The City shall deduct f.rom the salary of employees
within the bargaining unit represented by the Professional
Employees Association, when authorized by such employees
in writing, an amount equal to the monthly Association dues.
Such monies shall be remitted as directed by the Professional
Employees Association.
8. Within thirty (30) calendar days from and a�ter the
date the ordinance approving this agreement becomes effeGtive
a designated representative of the City and the exclusive
representatives of the Professional Employees Association shail `
enter into negotiations in an effort to agree upon terms and
conditions of employment to be etfective January 5, 1974, and
shall include a salary schedule for the classes of positions
within the appropriate bargaining unit.
