Dear Mr. Ricci:
This is in regard to the electronic flagpole to be erected as a
ronument to commemorate the foundin of the School Safety Patrol
in St. Paul. Plans call for the monument to be constructed on
city property on Summit Avenue directly across from the Cathedral.
j;e ould appreciate permission to allow the property to be used
for this purpose. In addition, your advice is sought to specify
the exact site for the monument. Our contractor has been in con-
tact vith Mr. Sam Blue, Supervisor of Building Inspectors, so he
is. fully avare of the project.
The iinnesota Safety Council, Inc. , is taking part in this activity
to assist a volunteer commifitee of St. Paul citizens who conceived
the plan and solicited funds from the general public. The committee
•as composed of representatives of ma.ny interested organizations.
The City of St. Paul was represented by William Carlson, at that time
a Commissioner.
These funds will pay for all construction costs, costs for installa-
tion and continuation of electrical service, insurance and future
maintenance. ,
??e vish to complete construction prior to May 22, 1973, which is t'ne
date of the St. Paul School Police Picnic, the ideal day to dedicate
the monument. In order that our contractor ma.y complete the work on
time, ve appeal to you for permission ,and advice at the earliest pos-
sible date.

Attached please find a Council Resolution authorizing installation of an
electronic flagpole at Cathedral Park.
The Minnesota Safety Council is erecting this flagpole as a memorial to
commemorate the funding of the School Safety Patrol in St. Paul. This
monument was informally approved two or three years ago and somehow never
received official approval.
We have et with Mr. Robert An.derson and discussed the proect, and have
no ob3ections to the location.
The Minnesota Safety Council will pay for all costs of construction and
installation, as well as maintain, repair and operate the flagpole after
it is installed.
They would like to have the dedication for this monument the first week
in June, and if it is possible we would like to get the Council Resolution
on the agenda for Friday, Ma.y 18. If additional information is needed,
please contact me.
