Dear Sir:
This is written in response to the appeal of Northwestern
Bell Telephone Company to allow public utility use in an "A" Residential
district on property located on the south side of Juliet Avenue between
Fairview and Prior Avenues. This property is further described as:
Except the westerly 5 feet thereof, Lot 1, Lampert's
Subdivision Underwood's Acre Lots and the northerly
1/2 of the vacated alley accruing thereto.
This matter was first heard at the August 3rd, 1972, Board of
Zoning public hearing at which time attorneys for both the appellant and
residents of the area requested a delay. The Board granted this request
and similar requests on September 7th and on October 5th. Subsequently,
the matter was withdrawn and later resubmitted. The Board of Zoning
heard this matter again on February 15, 1973, at which time the staff
said they would prefer to use this variance procedure than rezone the
property. The appellant's attorney answered questions of the Board
members. The neighbor's attorney stated his clients are no longer
opposed to the proposal.
The Board heard a motion to recoa�end approval. The motion
was seconded and carried by a vote of 4 to 0.

8. STAFF INVESTIGATION & REPORT: Date: July 26, 1972 By; PLR
A. HISTORY: Three appeals to allow a public utility have been granted for the
adjoining facility. They were in 1926, 1961 and 1971.
B. PROPOSAL: Northwestern Bell Telephone Co. proposes a six-car employee parking
lot for this site. The maneuvering area for these stalls will fall on
property already granted public utility use.
C. NEED FOR APPEAL: The property is in an "A" Residential district which does
not automatically allow� utilit� company facilities and their accessories.
D. VARIANCE: The appellant is appealing for an exception from the district
limitations as authorized by the Zoning Code.
E. AREA ZONING: The general area is zoned "A" Residential. There is a
Commercial district three blocks south at Randolph St.
F. SITE CO:VDITIONS: The site contains a house in very good condition which is
about 30 ro 40 years old. The foundation is about 5 ft. above the lot's
street line and about 10 ft. above the boulevard of Fairview Ave.
�• AREA CONDITIONS: The alley in this block runs east-west and ends at the
western property line of the subject lot. There is a private drive behind
the existing telephone building. The land slopes upward gradually from
Fairview Ave. westward. The telephone building is on the northwest corner
of Fairview and Palace and is setback 25 ft. from Fairview Ave. The two
houses between the subject site and Fairview Ave. are proposed to be
removed for the �uilding extension.

Dear Mr. . Witte:
This will confirm our conversation of today regarding
the plans of the Northwestern Bell Telephone Company for the
property at 1838 Juliet Avenue, 5t. Paul.
The Telephone Company agreed to purchase this property
to satisfy the residents of the com.•n=anity who felt there might
be some objection to having the proposed Telephone Company build-
ing addition and off-street parking area immediately next door.
It has been the intention of the Telephone Company to ho].d the
property during the period of construction and then dispose of
it. During the interim period, it was our plan to rent the home
to a responsible tenant.
� You can be assured that the Telephone Company has no
desire to get into the real estate business. The purchase of
this property was necessitated by the circumstances and it is
our plan to sell the property as soon as possible, and we need
not necessarily wait for completion of our building project to
do so. �
The Telephone Company will sell the property as soon as
market conditions permit and when a respansibie buyer can be .
located. I anticipate this could be any time from now until
completion of the building project. If the property is rented
out during the construction period, we shall do our best to find
a responsible tenant.
