WHEREAS, a Municipal Rate Study and Negotiating
Committee �.as recommended a common electric utility .
franchise with the Northern States Power Company and
the municipalities of the seven county area of Hennepin,
Ramsey, T�ashington, Dakota, Anoka, Carver and Scott
counties; and
WHEREAS, the proposed electric utility franchise
and its complementary joint powers agreement are
designed to establish common electric utility rates
for the entire seven county area, which includes the
City of Saint Paul; and
, WHEREAS, in view of the �szital effect of a uniform
franchise and the uniform rates to be set thereunder in �
� the Ci�y- of Saint Paul and the vital need for citizens
who will ultima.tely be affeeted by the course to be
u�dertaken to participate in the governmental process
relative to public utility rate regulation with respect
to the Northern States Power Company' s electric operations
within the City of Saint Paul and its environs; now,
th�refor�, �be it
RESOLVED, That the Council of the City Qf �aint Paul
hereby recommends to the Ma.yor cf the City of Saint Paul
that he appoint a citizen committee giving consideration
to the recommended appointments to be submitted by the
Council Public Utilities Subcommittee; and, be it
FURTHER RESOLVED, That said committee shall review the
advantages and disadvantages of the proposed seven county

responsible sources, and to make a written report and
recommendation to the Ma.yor and the City Council on the
