In the matter of hazardous
buildings being that frame single
family dwelling and frame shed known
and described as 48 W. Geranium in
the City of St. Paul and situated
upon those premises legall�r described
as Lot 4, Block 5, Stinson s Rice
Street Addition to the City of St.
Paul, Minn. , according to the plat on
f ile and of record in the of f ice of
the Register of Deeds in and for the
County of Ramsey, State of Minnesota.
WHEREAS, upon facts presented by the Building Department
of the City of St. Paul, consisting of photographs and inspection
reports, it is found and determined by the City Council tha.t
according to the records and files in the office of the Register
of Deeds, the last record owners of the above described property
are the Estate of August Fredine and Lee R. Carlsan is the contract
purchaser, and there are no lien holders of record; and tha.t it is
further determined that the above described building and shed con-
stitute hazardous buildings within the definition of Minnesota
Statutes Section 463.15 for the following reasons:
a. The building and shed are standing vacant,
abandoned and are subject to being entered by un-
authorized persons;
b. The exterior condition of the building is
as follows: The exter�or v�alis are covered by asphalt
siding which is torn, has pieces missing and is in a
general state of deterioration;

Windows are broken. The framing members as well
as the roof trim have dry rot and the roof is '.-<:�,.
settling. There are some holes in the roof. The
northwest corner of the foundation has eroded
mortar joints and requires tuck pointing.
c. The interior condition of the building is
as follows: The interior has been vandalized.
Electric wiring is in need of' repair and is below
required standards. The kitchen plumbing has been
vandalized;
d. The building in the above condition is
beyond reasonable repair;
e. The building is unfit for human habitation
in its present condition and the above corrections
must be made in compliance with the Building Code
and the Housing Code of the City of Saint Paul in
order to make the same habitable;
f. The building constitutes a nuisance and a
ha.zard to the public health, safety and welfare
because of its physical damage, dilapidation and
in.adequate maintenance; f
g. There is an 8' x 10' frame shed at the back
of the lot which has dry rot, a collapsed roof and
is leaning out of plumb;
now, therefore, be it
RESOLVED, That in accordance with Minnesota Statutes
Sections 463. 15 through 463. 26, and based upon the foregoing
findings of the City Council, the Council of the City of Saint
Paul does hereby make the following Order:
ORDER
1. The owners of the above described building and sla,ed
shall ma.ke the same safe and not detrimental to the public
peace, health, safety and welfare by having the said building
and shed razed and the ma.terials therefrom removed from �he
premises within thirty (30) days from the date of the service
of th,is Order;

2. Unless such corrective action is taken to comply
with this Order or an answer served upon the City of Saint
Paul and filed in the office of the Clerk of the District
Court of Ramsey County, Minnesota within twenty (20) days
from the date of the service of this Order, a Motion for
Su.mmary Enforcement of this Order to raze and remove the
said building and shed will be made to the Ramsey County
District Court;
3. In the event that the building and shed are to be
razed by the City of Saint Paul pursuant to judgment of the
IIistrict Court, all personal property or fixtures which may
unreasonably interfere with the razing and retnoval of this
- building and shed shall be removed within ten (10) days from
the entry of judgment; and if not so removed, the City of
Saint Paul shall remove and dispose of such personal property
and fixtures as provided by law;
4. If the City of Saint Paul is compelled to take any
correction action herein, all necessary costs expended by the
City will be assessed against the above described real estate
and coll;ected as other taxes•, and be it
FURTHER RESOLVED, that a certified copy of this
resolution and incorporated Order herein be served upon the
last record owners of the above described property in the
ma.nner provided by law.

Honorable Council:
The Division of Housing and Building Code Enforcement is hereby
submitting its report on the condition of the structures at the
location referred to above.
The owners of record are Estate of August Fredine and Lee R.
Carlson, contract purchaser.
The legal description of the property is Lot 4, Block 5, Stinson's
Rice Street Addition.
The buildings are a frame single family dwelling and a frame shed.
The exterior walls are covered by asphalt siding, which is torn,
pieces are missing, and are in a general deteriorated condition.
Windows are broken and the interior has been vandalized. The

The subject property has been vacant since April 9, 1972. Has
been boarded up by the city since May 12 , 1972.
Inasmuch as the inadequate maintenance, the physical damage,
and the dilapidated condition outlimed above constitute a public
hazard and the owner has made no attempt to satisfactorily re-
pair the damage despite our warnings , and the continued vacant
and boarded up condition contributes a blighting influence on
the neighborhood, it is the recommendation of this bureau that
this matter be referred to the City Attorney's office for razing
and removal through District Court proceedings. �
