RESOLVED, That the Council of the City of Saint Paul notes
the pendency before the Minnesota State Leg�slatur,e of Senate
File No. 2024, proposed legislation to authorize the i,ssuance
of bonds and appropriation of revenues and taxes to finance the
aequisit'ion, betterment and operation of swimming pools for
the municipal program of public recreation and playgrounds
in the City of Saint Paul, and the said Council supports and
urges the passage of said proposed legisla't,�on with certain
amendments , namely:
(1) That the bill contain •provision for local consent;
(2) That no specific timetable be provided in the bill �
for the construction of the swimming pools ; and
(3) -That no specific geographic boundaries be established
limiting the location of the pools ; and be it
FURTHER RESOLVEDt That with the above stated amendments , the
City Council recommends said proposed le.gislat.ion to the Ramsey
County Senate and House c�elegations an.d calls upon them to work _,:_._
toward passage of the same .

Dear Mrs. Hunt:
I a.m writing this letter to acquaint you Kith the posit�on af the St. Paul
AAU Swim Club in regard to the five swimming poals proposed for S�. Paul
(State Senate File F2021t). The Senate bill calls £or a �5,Q00,000,. bond
issus anc3 �100,000. annual maintenance allotment per gool. trTe feel that
the City of St. Paul does not need five nsw a11-weather sT,�i.mming poals and
t�at they would be a waste of taxpayerst money. Poo].s are not eonstructed
ior recreational purposes only� dus to the fact, it is not financially feasi-
b3e.
�rJe wa,ild like to recommend one large alI-weather pool be constructed in
� St. Paul at a cost af approxi.mately �1,OOO,Q00. This pooZ should be �0
rt�ters in length to aecon�rwdate long course swim meets and 2� yards in width
for short course meets. Both length and width would have eight latnes with a
remov�able bulkhead tQ divide the length of the pool. A diving well should \
be incZuded. This entire fac�lity needs but one pumping and fi7,ter system.
We feel a seating capacity for at least 250Q is needed.
The Stat� of Minnesota does not have a pool of this stature. �rfe think it
would bs a tremendous asset to St. Paul. S�rim meets on the national level
cculd be accommodated incl*sding Natienal AAU, PJCAr�, also State High School
ar:d our o�rn AAU swim meets. �f course, tnis in turn, would bring busi.ness
into the city. �ie contend that a swi�.ing pool of this size wouZd he self-
susta�nir.g, eli.•ni.na�ing the need f�r the financial. backing of the city for
maintenance, '�tith t�:e co:ming of learn.ing centers for tne St. Paul scnool
children, this one Zar�e poo2 coul;d co�.zl:d also sezve as the learnir� center
for �riing.
