Presented By Referred To Committee: Date Out of Committee By Date WHEREAS, i t has been brought to the attention of this Council that the Uni t ed Sta.tes Army Reserve int ends to shif t helicopter operations f rom Air National Guard facilities at St. Paul Downtown Airport to St. PauldMinneapolis International Airport; and WHEREAS, it is the opinion of this Council that present operati.ons at St. Paul Downtown Airport are reasonably compatible with the commercial and industrial character of that area of our city; and WHEREAS, it has been demonstrated to this Council by interested citi.zens and noise abatement officials that the operations of these helicopters in the vicinity of 5t. Pau1..Minneapolis Internati.onal Airport will consti.tute an alarming increase in ambient noise levels as well as an inordinate intrusion upon the peace and quiet of our City's residential areas; and WHEREAS, it is the policy of this Council to minimi,�e aviation noise pollution and abate any nuisance inimical to the well-being of this City; so, therefore, be it RESOLVED, that this Council expresses its strong oppositi.on to this operational change, and urges the appropriate Federal officials to retain all military helicopter operati.ons at St. Paul Downtown A.irport; and be it FURTHER RESOLVED, that the Clerk be directed to send copies of this resolution to the Governor of Minnesota,, Congressman Joseph E. Karth, and Senators Walter F. Mondale and Hubert H. Humphrey. Karth House of Representatives iiashington, D.C. 20515 Dear Mr. Karth: This is in further reply to your letter addressed to the Secretary of the Army concerning the proposed transfer of the U.S. Army Reserve h�licopter operations from St. Paul Downtown Airport to the l�inneapolis- St. Paul International Airport. Army Reserve aviati.on ele�nents have operated at the Downtown Airport (Holman Field) in facilities leased from the Armory Board, National Guard hangar since 1963; however, due to the increase in the number and size of aircraft r.hese facilities are now taxed beyond available capacity. This increase has resulted in an overcrowded situation which, coupled with the lack qf a sprinkler fire protection system, has created ari unacceptable increase in fire risk. In addition to the above consideration, the State of Minnesota, Department of Military Affairs, has served notice that the lease to the Army for facilities at the Downtown Airport will not be renewed beyond the present lease term, which ends 30 June 1975. Therefore, plans are required to relocar.e all US Army Reserve aviation aetivities by 30 June 1975. The facilities made available at Sr. Paul-Minneapolis Internar.ional Airport by the 1970 clu�ing of t.hc- �aval Air Star.i�n, provides both an i.nterim and long range soLution to th�� �+v�rcr�owded situation at Downtown Airport. The interim relief is made possible through use of a former Navy hangar that is vacant. The long range hangar facilities needs will be resol�ed when construction is completed on vacant land acquir.ed from the US Air Force at St. Paul- Minrieapolis International Airport. Construction planning is included in � the Fiscal Year 1975 Military Construction, Army Reser.ve Program. At present, the relocation of aircraft to the former Navy hangar is being held in abeyance pending further evaluation of the irnpact of such a move. Personnel from Headquarters, 88r.h �lrmy Reserve Conunand, located at Fort Snelling f acilities, have met wir.h the Metropolitan Aircraft Sound Abatement. Council and have r.equested assistance and advice from the Metropolitan Airports Commission as to possible alternate sites or methods of operating that would assist in noise abatement. Karth out of both St. Paul-Mi�ineapoli� Internat.ional Airport and St. Paul Downtown Airport have been worked out with rhe FAA and the Metropolitan Airports Commission with regard to flight safery and noise abatement. Noise resultirig from ttie operation of Army Reserve aircraft in or out of the International Airport would rarely affect residents in the High- land Park area of St. Paul.
