WHEREAS an increasingly important budget role is given by our
new Charter to the City Council, and
WHEREAS the division of responsibilities under our new form of
government requires the City Council carry out an efficient and
effective Legislative Oversight Program, and
WHEREAS such Legislative Oversight Program must possess the
necessary resources to develop and maintain procedures for insuring
effective results in budget review, anal.ysis, and audit, and
WHEREAS Council Resolution (C.F. �1�259048) provides that "the
Council Subcommittee on Finance shall assume the responsibility of
reviewing all capital and operating budget matters submitted by
the Mayor", therefore
BE IT RESOLVED the City Council request the Chairman of the
Finance Committee, in cooperation with the Research Center, develop
a formal on-going general training program for Councilmen and
Legislative Aides to emphasize budget review and evaluation procedures.

FROM: Rosalie Butler, Councilman
The successful budget review by the City Council task forces of
1972 made several reeo�endations for 1973. Among those were:
A. The Council institute a budget training program
which would emphasize program evaluation procedures.
It should be elementary in the beginning with so-
phistication added as the training continues. The
program would be optional for Councilmen and man-
datory for Legislative Aides. ,
B. The Gity Council Budget Task Force assignmen.ts
be made as early as possible to facilitate the
monitoring and gathering of information in the
assigned area, and also to allow the various task
forces to sit in at the Mayor's earlier depart-
mental hearings on budget requests.
C. The Council consider revising the budg.et calendar
which presently gives the Council 25 days to re-
view, revise, hold public hearings and adopt the
budget.
The attached resolution requests the implementation of A above.
