WHEREAS the City Council recognizes that many social service programs
previously funded through the Welfare Board will be severly restricted or
eliminated completely due to cut backs in Federal funds, and the City Council
further recognizes that many of these social services provide people with
basic human needs or the ability to become self-sufficient, self-supporting
members of the corranuni ty, and
WHEREAS the City Council is in agreement with the priorities as set
by the �lelfare Board that w�11 de]iver_ the sQcial service programs necessary
for upgrading the quality of life for ma�8fethe City of St. Paul including
these social service programs consisting of the following: Day Care, Council
for Coordinated Child Care, Family Day Care training, Child Foster Care,
Non Win Training Allowance, Homemaker Service, Education Service, Emergency
Social Service, Halfway Houses, Day Activity Centers, Character Build�ng,
Family Counselling, and Purchased Adult Family, and
WHEREAS, the Welfare Board has recomnended the above social service
delivery programs be funded for the year 1973 in accordance with the Schedule
A which is attached to this resolution and incorporated herein by reference,
which programming will require the allotment by the County and City to the
Welfare Board of an additional sum of $1 ,103,400, and
WHEREAS the City Council has been informed by the Office of the Mayor
that the City does not presently have available funds sufficient to meet
the social service delivery programs for 1973 as outlined in Schedule A,
which is attached to this resolution and incorporated herein, now therefore
be it
RESOLVED, that the Council of the City of St. Paul in recognizing the
human needs that must be served does hereby urge that social service delivery
programs in accordance with Schedule A as attached be continued for the year
1973 and request the Ramsey County Board supply the necessary local funds
to the Ramsey County Welfare Board for 1973, and be it

Mayor do hereby recognize the obligation of the City of St. Paul to eon-

I would like to caution your honorable body concerning a matter on the
agenda for consideration today.
The matter concerns the funding of the City of Saint Paul share of the
Ramsey County Welfare Board for the purpose of Social Service Programs.
I am totally unaware of any authority for the City to fund its sf�are of

If the City wishes to fund services such as these, this is the perogative

I am further distressed that this city should be in any financial crisis

Dear Mayor Cohen:
The funds which have been appropriated for social services and
deposited in fihe contingency account, i.e. , $800,000, appear to
be a source of mitigation of severe reductions in the social
service delivery in this county. Those funds if matched by the
City funds will approximate $l.l million. The $l.l million matched
by Title IV funds, in t�rn, represent approximately $3 million in
social services for Ramsey County.
I should like to request that the County Board consider transferring
• the $800,000 to the County Welfare Department account_. I request,
in addition, fihat the Board ask the Saint Paul City Council to
appropriate its 27z� to match the $800,000, thus making the money
available for Counfiy Welfare Board discretion.
This use of revenue sharing funds appears to be the most productive
for the betterment of the poor �n Saint Paul and Ramsey County.

Councilpersons:
The Ramsey County Welfare Board considered its obligations in
social service delivery and the effect of the federal restrictions
. on that spending which has the net effect of requiring more local
dollars to give the services than formerly.
The Ramsey County Board of Commissioners placed into the contingency
fund for welfare expenditures $800,000, and that Board will make
available to the Ramsey County Welfare Board. that money. Before
it can be expended by the Welfare Departn►ent, it must be matched
272� of the total by the City of Saint Paul. The amount the city
should appropriate to match is $303,400.
The total city and county money, i.e. , $1,103,400, will make $3,028,950
available to the County Welfare Department for soeial services expen-
diture.
The federal government will match 75% up to $2,567,400, thus $461,550
is not matchable but can be spent for welfare purposes. The total
again is $3,028,950.
This money will enable us to fund our prior commitments but to a more
limited extent. Prior commitments had been made to day care centers,
child care facilities, family planning services, alcohol and drug
rehabilitation centers, and services to the elderly.
If the money is not available, we will lose approximately $2,250,000
in federal sharing, which will result in elimination of many service

programs. ,

With reference to referrals submitted to the Finance Committee, on
October 31., 1972, Citv Ordinance, C.F. 26006 providing for tree trimming
and collectian of costs on spec a assessment was subsequently replaced '
by Ordinance, C.F. 260889, relating to tree trimming, and was adopted on
Anril 12th, 1973. I therefore kindly request that City Ordinance, C.F.
2u006 be eliminated as a matter referred to the FinancE Committee for
consideration and reco�endation.
Reference is made regarding a letter of the Ramsey County Welfare
Board requesting City appropriation of $303 400tn match Countv fLnds for
social services referred March 20, 1973. This matter has already been
resolved and should therefore be removed as a matter open for recommenda-
tion from the Finance Committee.
Regarding matters of Informal Approvals and how to handle request
submitted to the Finance Committee on January 2, 1973, this matter has
been decided by the City Attorney's Office (see attached opinion) , and
therefore request is made to remove this matter as well.
