The matter concerns the funding of the City of Saint Paul share of the Ramsey County Welfare Board for the purpose of Social Service Programs. I am totally unaware of any authority for the City to fund its sf�are of the County Welfare Board activities other than from funds now on hand. If the City wishes to fund services such as these, this is the perogative of the Council , BUT no authority exists for the City to incur any o61i- gation to pay money at a later date to anyone. I am further distressed that this city should be in any financial crisis once again, particularly When one considers that the federal Government gave the City $9 million dollars in extra funds for the operation of the City for the year of 1973. Cohen Chairman, Board of County Commissioners � 347 Court House Saint Paul, Minnesota 55102 Dear Mayor Cohen: The funds which have been appropriated for social services and deposited in fihe contingency account, i.e. , $800,000, appear to be a source of mitigation of severe reductions in the social service delivery in this county. Those funds if matched by the City funds will approximate $l.l million. The $l.l million matched by Title IV funds, in t�rn, represent approximately $3 million in social services for Ramsey County. I should like to request that the County Board consider transferring • the $800,000 to the County Welfare Department account_. I request, in addition, fihat the Board ask the Saint Paul City Council to appropriate its 27z� to match the $800,000, thus making the money available for Counfiy Welfare Board discretion. The Ramsey County Board of Commissioners placed into the contingency fund for welfare expenditures $800,000, and that Board will make available to the Ramsey County Welfare Board. that money. Before it can be expended by the Welfare Departn►ent, it must be matched 272� of the total by the City of Saint Paul. The amount the city should appropriate to match is $303,400. The total city and county money, i.e. , $1,103,400, will make $3,028,950 available to the County Welfare Department for soeial services expen- diture. The federal government will match 75% up to $2,567,400, thus $461,550 is not matchable but can be spent for welfare purposes. The total again is $3,028,950. This money will enable us to fund our prior commitments but to a more limited extent. Prior commitments had been made to day care centers, child care facilities, family planning services, alcohol and drug rehabilitation centers, and services to the elderly. This matter has already been resolved and should therefore be removed as a matter open for recommenda- tion from the Finance Committee.
